Décentralisation : "On ne supprime pas une commune", Mamadou Djigo alerte sur les risques de la réforme
Appearing on the program "Le Grand Jury" this Sunday, April 19, 2026, Mamadou Djigo expressed his "disappointment" with the announced implementation of the fourth phase of decentralization. The former Director General of the National Agency for Territorial Development (ANAT) believes that this reform is straying from the priorities identified during the third phase, instead of effectively addressing its shortcomings.
While Act 4 envisions the grouping of municipalities within territorial clusters, Mr. Djigo considers this strategy unsuitable. According to him, the country needs urbanization tools more to rebalance its development. For the former Director General of ANAT, Senegal suffers less from a rural problem than from a profound imbalance in its urban system.
He specifically points to the "macrocephaly" of Dakar, which concentrates the majority of activities and opportunities, thus exacerbating territorial disparities. "Senegal's urban structure is not well balanced," he insists, emphasizing that the majority of regions show negative net migration, unlike the capital and, to a lesser extent, Diourbel, thanks to the attractiveness of Touba.
Furthermore, Mamadou Djigo warns against the risks associated with merging municipalities. Such a move could, in his view, provoke strong social resistance. "You don't eliminate a municipality, you develop it," he insists. He thus advocates for the development of local resources and the strengthening of municipal economic systems. "It is the economy that drives regional planning," he asserts, emphasizing the need to build viable, competitive territories that foster sustainable development.
