Dignité et confidentialité : Le guide du CNLS pour la prise en charge des prisonniers vivant avec le VIH
The National AIDS Control Council (CNLS), an agency attached to the Prime Minister's office, has published a strategic note concerning the care of prisoners living with HIV. This document emphasizes that "persons deprived of their liberty benefit from the same standards of care as those applied in the community."
End of isolation and respect for communal life
Based on national and international guidelines, the institution clarifies that a detainee "can live in community without risk of transmission or contamination within the prison environment." As such, they can share the same cells as other detainees, because "systematic isolation cannot be justified" solely on the basis of their health condition.
Enhanced confidentiality and medical secrecy
The CNLS insists that "a prisoner's serological status must under no circumstances be disclosed." To guarantee this right, the document recommends that "the medical file must be separate from that of the prison administration" and kept strictly in the infirmary under the exclusive responsibility of the healthcare staff.
Continuity of care and voluntary screening
Particular emphasis is placed on the "continuity of antiretroviral treatment" to avoid any interruption in therapy. Medical follow-up is provided in specialized facilities, with appointments scheduled "based on the patient's clinical condition and response to treatment." Finally, for undocumented cases, voluntary testing is offered, but it must be "accompanied by psychosocial support, all within the strictest confidentiality."
In this note, the CNLS reiterates that public health in prison is based on an approach "founded on respect for human rights".
