Document trafficking: the story of the downfall of a municipal secretary and a civil registrar

An investigation by the Directorate of Territorial Surveillance has dismantled a network trafficking Senegalese identity documents in the commune of Dougué (Goudiry department). This fraudulent scheme aimed to falsely grant Senegalese nationality to foreign nationals, reports Libération.

The same source specifies that the case came to light during a routine check at the Kidira border post. A Malian national, S. Diarra, was intercepted there in possession of a fraudulent Senegalese national identity card. Pressed by investigators, he eventually identified his accomplice: CS Diallo, a municipal secretary at the Dougué town hall.

The investigation uncovered a well-oiled machine. The network relied on falsifying birth registration authorizations. Expert analysis revealed that the judgment number used by the Malian national belonged, in the archives of the Goudiry court, to a completely different individual, the same source explained.

Internal complicity uncovered

The investigation also revealed the involvement of A. Traoré, a teacher and acting civil registrar at the time of the events. During searches at the Dougué town hall, police seized a 2017 register containing 49 entries deemed suspicious.

Despite attempts by the municipal secretary at the Dougué town hall to shift the blame onto a former agent exiled in the United States, handwriting analysis and confrontations confirmed his direct responsibility.

At the conclusion of the investigation, the two municipal employees and the Malian national were brought before the prosecutor's office in Tambacounda. They face serious charges: criminal conspiracy; forgery and use of forged official documents; and unlawful acquisition of administrative documents, Libération reports.

Président Sonko demande à renforcer les communes avec l'acte 4. Il faut un préalable former les agents. Les postes de secrétaire municipal et de SG ne doivent plus être des postes politiques. Il faut une compétition et on l'offre au plus méritant.

Il faut confier l'Etat civil, notamment les registres à l'administration territoriale qui est plus crédible que les collectivités territoriales.
