Avant-projets de loi protection des défenseurs des droits humains et juge des libertés : Amnesty International impulse le dialogue entre députés et société civile
An information and sharing workshop on two major draft laws—one on the protection of human rights defenders and one establishing the judge of liberties—opened in Saly. The meeting, initiated by Amnesty International Senegal, brought together members of parliament, civil society actors, and government representatives, with the aim of fostering an inclusive exchange on the ongoing reforms.
Amnesty Senegal's executive director, Seydi Gassama, welcomed the initiative, stressing that it "illustrates Senegal's ability to create a framework where civil society and parliamentarians can come together to discuss the promotion and protection of human rights."
According to Mr. Gassama, these bills, already submitted to the President of the Republic, the Prime Minister, and the Minister of Justice, have been favorably received. The bill on the judge of liberties, in particular, should soon be submitted to the National Assembly.
For Amnesty International, the rapid adoption of these reforms will not only strengthen the protection of fundamental freedoms, but also bring the country into line with its international commitments.
Beyond these texts, Seydi Gassama recalled the persistent challenges in human rights, particularly the situation of environmental defenders, who are regularly subjected to arrests or trials for their actions. "The right to a healthy environment is a fundamental right. It even conditions the right to health," he insisted, calling on the authorities to better protect these activists.
He also highlighted the issue of children's rights, which he considers "Senegal's weak point" in terms of respect for human rights, while welcoming the progress made in recent years, particularly with the law on whistleblowers.
For Amnesty's Senegalese section, this meeting marks a crucial step in building an ongoing dialogue between civil society, national institutions, and parliamentarians. "When it comes to human rights, there is no absolute champion. It's a daily struggle," said Seydi Gassama, while calling for democratic gains to be consolidated through collective and inclusive work.
