Emigration: 7 candidates leave AIBD with false documents, intercepted and deported from Cape Verde

Émigration : 7 candidats quittent l'AIBD avec de faux documents, interceptés et refoulés du Cap-Vert

An air migrant trafficking ring has just been dismantled by the National Division for the Fight against Migrant Trafficking and Related Practices (DNLT). Seven would-be migrants left Blaise Diagne Airport with fake residence permits before being intercepted in Cape Verde.

The DNLT referred B. Soumaré to the Financial Judicial Pool (PJF) for criminal conspiracy, forgery and use of forged documents, migrant smuggling by air, and complicity in fraud, according to Seneweb sources. This arrest comes at the end of an investigation opened following two complaints filed by defrauded and deported victims.

Two complaints in a multi-million dollar scam

It all began on September 22, 2025, when Y. Doucara and S. Dembélé filed letters of complaint with the DNLT. They accused a certain A. Kanouté, alias Abdoulaye Ndiaye, of having extorted four million and two million CFA francs from them, respectively.

According to their statements, they had requested the services of a man named Kanouté who had guaranteed that he could take them to Europe for the sum of four million CFA francs each.

Convinced by his arguments, the plaintiffs each paid a deposit of two million CFA francs, with the commitment to pay the balance at the end of the trip. Subsequently, Y. Doucara even paid the remaining amount to purchase his plane ticket.

A well-organized network with accomplices

A. Kanouté, currently on the run abroad and specifically in Gambia according to investigations, had put in place a well-established system.

He put the candidates in touch with his sidekick, B. Soumaré, whose mission was to receive the fake residence permits, issue the plane tickets and facilitate the boarding of passengers at Blaise Diagne International Airport in Diass.

Thanks to these fraudulent maneuvers and the use of false documents, the escorts managed to board seven candidates for emigration, including the two complainants.

The plan was well-crafted: the passengers were to transit through Cape Verde, where they would change lines with other tickets and use the fake residence permits to continue their journey to Europe.

Arrest in Cape Verde and deportation

However, the scheme backfired. Arriving in Cape Verde, the seven candidates were arrested by local authorities, who detected the fraud. Detained there, they were eventually sent back to Senegal, their dreams of Europe shattered and their savings gone.

Damning confessions and digital evidence

Investigations conducted by the DNLT led to the arrest of B. Soumaré, who admitted his involvement in this affair. He claimed to have acted with full knowledge of the facts and on the instructions of Kanouté, who allowed him to sell airline tickets by posing as a ticket agent.

The search of his cell phone proved particularly fruitful. Investigators discovered several screenshots of French passports belonging to candidates, as well as a copy relating to him personally. Authentication of these documents by the relevant services revealed their fraudulent nature, notably through the modification of photographs and the alteration of certain information, according to Seneweb sources.

Faced with this evidence, B. Soumaré admitted that these documents were indeed forged. He also indicated that his accomplice Kanouté was planning to organize further boardings of candidates, in collaboration with his contacts based in Gambia.

A brain always on the run

Despite the efforts of investigators, the search for A. Kanouté, considered the mastermind of this network, remained in vain until the closure of the operations.

Having taken refuge in Gambia, he continues to evade Senegalese justice.

Following the investigation, B. Soumaré was taken to the Financial Judicial Pool where he will face multiple charges: criminal conspiracy, forgery and use of forged documents, migrant smuggling by air and complicity in fraud.
