Entrepreneurship in Senegal: Dakar in the lead, regions seeking momentum

In the second quarter of 2025, more than half of new Senegalese businesses were registered in Dakar, representing 54.9% of the total according to the ANSD. Behind the capital, the regions of Thiès (12.2%), Diourbel (6.4%), and Kaolack (5.2%) show notable dynamism, but significantly lower than that of Dakar. Other areas such as Ziguinchor (4%) and Saint-Louis (3.6%) record more limited creations, while Louga, Tambacounda, and Fatick do not exceed 2.7% and Kolda, Kaffrine, Sédhiou, Matam, and Kédougou are below 1.5%. This geographic concentration reflects a persistent imbalance in entrepreneurial development.

Trade largely dominates the landscape of new creations, particularly for individual businesses, where it represents 68.6% of registrations. For legal entities, this sector remains predominant with 26.6%, followed by agriculture, livestock and fishing (23.2%), business services (19.9%), and transport and telecommunications (7.3%). The textile and hotel and catering industries remain marginal with 0.5% and 1.8% respectively. This sectoral distribution reveals a strong dependence on commercial activities, especially in individual microstructures.

The legal structure of new businesses confirms this predominance of small businesses. Sole proprietorships account for 68.8% of registrations, followed by Economic Interest Groups (7.8%), SARLs (3%), and SUARLs (2.6%). Other legal forms constitute 15.8% of the total. This configuration shows that entrepreneurship remains predominantly informal and concentrated in lightweight structures, adapted to local needs but unlikely to generate broader value chains.

To strengthen national balance, it is essential to support regions outside Dakar with targeted measures, including appropriate infrastructure, technical support, and easier access to financing. Developing a diverse and regionalized entrepreneurial fabric could not only reduce the current centralization but also stimulate innovation and employment nationwide.
