Expulsés des États-Unis : pourquoi des migrants sénégalais sont-ils déportés vers la Sierra Leone ?
According to Reuters, as reported by Les Échos, Sierra Leone has reached an agreement with Washington to accept "up to 300 West African migrants per year." As part of this agreement, an initial group of nine people, including one Senegalese and two Guineans, arrived in Freetown on May 20th.
When questioned on the matter, the Consul General of Senegal in New York, Demba Camara, clarified that these deportees fall under a specific legal category. They are migrants subject to deportation orders but who have invoked the right to asylum, stating that they "do not feel safe in Senegal."
In these situations, US authorities will apply the mechanisms of the 1951 Geneva Convention, notably the principle of non-refoulement, which prohibits returning a person to a country where they claim to risk persecution. This mechanism would also allow the United States to avoid systematically informing Senegalese authorities of transfers to third countries, according to the diplomat.
This procedure differs from so-called standard deportations to Dakar, which are carried out in coordination between consular services and U.S. Immigration and Customs Enforcement (ICE). For example, a report from late April stated that "295 Senegalese were deported to their country of origin" during the month of April alone.
But this policy of deporting people to third countries has drawn sharp criticism from human rights organizations, which accuse Washington of circumventing the protections afforded to asylum seekers. Furthermore, the absence of Senegalese diplomatic representation in Sierra Leone further raises questions about the exact status of those transferred, their legal guarantees, and their living conditions, the same source notes.
