Land in Diass: A municipal office, a new instrument for transparency and good territorial governance

The municipality of Diass has taken a decisive step towards modernizing and increasing the transparency of land management. Mayor Mamadou Ndione, accompanied by a delegation from the World Bank, the sub-prefect of Sindia, and the national coordinator of the Cadastre and Land Tenure Security Project (PROCASEF), Mouhamadou Moustapha Dia, visited Diass's first operational municipal land office on Tuesday.

This instrument marks a major turning point for a locality with significant land stakes, at the heart of the Diamniadio urban center and close to the Blaise Diagne international airport.

Having long faced risks of speculation, conflicts of use and lack of traceability, Diass now stands as a model in terms of participatory and secure land governance.

This municipal land office in Diass is designed according to modern management and accessibility standards. The infrastructure includes a reception hall with two counters dedicated to processing applications, a meeting room for community consultations, a functional executive office, a secure archive space, and an office for the head of service.

Its objective is to offer reliable, traceable and accessible land information to all, in order to consolidate trust between citizens, the administration and investors.

According to the national coordinator of PROCASEF, 138 municipalities across the country are already benefiting from this program. The selection process is based on two key criteria: territorial equity, to ensure balanced coverage of the country, and efficiency, prioritizing areas where land pressure is highest. "This office in Diass is just the first step," Mr. Dia emphasizes.

“We are fully committed to the vision of the Senegal 2050 Transformation Agenda and the Economic and Social Recovery Plan. With the support of the State and our technical partners, we are moving towards complete national coverage,” he promises.

For the mayor of Diass, this office symbolizes much more than a simple administrative service; it represents a strategic lever for local development. By strengthening the sovereignty of local communities, it promotes social justice in access to land, reduces disputes, and protects shared heritage.
