Gestion intégrée des inondations au Sénégal : Les résultats obtenus par le PGIIS dévoilés
At the time of the assessment of the Integrated Flood Management Project in Senegal (PGIIS), the Deputy Governor of Dakar, responsible for development, reviewed the tangible results obtained in the implementation of the various components of the said project. According to Ms. Digou Yala Mathildé Sadio, Senegal has made great leaps forward in terms of knowledge of flood risk. She chaired the workshop presenting the three essential instruments of flood risk management in Senegal, which was held Thursday in Dakar. These are the Flood Risk Management Plans (PGRI) in the pilot areas, the Flood Risk Prevention Plan (PPRI) in the Lac Rose watershed, and the National Flood Management Strategy (SNGI).
During this final meeting on the PGIIS, the results of the study on the development of PGRI including structural and non-structural measures in the pilot territories of Lac Rose, Touba, Kaolack, Kaffrine, Tambacounda and Kédougou; and the development of the National Flood Risk Management Strategy (SNGRI), were revealed to the participants. The results of the study on the definition of Flood Risk Prevention Plans (PPRI) in the regulations and its operationalization through the development of the pilot PPRI for the Lac Rose watershed were also disclosed.
Instilling integrated flood risk management from the national to the local level
The objective of these studies is to propose a paradigm shift in flood risk management by adopting a national strategy; to develop flood risk management plans in pilot areas; to define preventive measures and regulations adapted to the urbanization of flood-prone areas; and to operationalize Flood Risk Prevention Plans (PPRI) in these pilot areas.
Towards national appropriation of tools
During the meeting, the validation and implementation of the SNGRI, the implementation of local management tools (PGRI, PPRI, PCS), and the revision of the legal framework, as well as the capacity building of the actors, were submitted to the participants for their national ownership.
It should be recalled that the Integrated Flood Management Project in Senegal (PGIIS) aims to strengthen the country's resilience to flooding through planning, governance, data collection, and institutional coordination. The aim here is to reduce the vulnerability of exposed populations; improve urban planning and anticipation; and promote a culture of risk at the national level.
