Haute cour de justice : Les auditions ont démarré dans l’affaire Moussa Bocar Thiam
While the former minister, Maitre Moussa Bocar Thiam, has still not appeared before the High Court of Justice's investigating committee, President Abdoulaye Ba and his team have begun their investigations.
According to Seneweb, the commission began hearings on April 8, 2026. Sources indicate that two people were questioned for informational purposes only. These were the former administrative and financial director of the Ministry of Communication, Telecommunications and Digital Affairs, and the director of the Senegal Digital Technology Park (PNT).
The charges against Mr. Thiam relate to the PNT operating concession granted in March 2024 to the company Ewan Assets for a period of twenty years, in exchange for a fee of 15 million euros.
The payment of one third of this sum, i.e. 5 million euros, into the account of Sénégal Connect, was allegedly used to finance work to be carried out by the companies Romou SASU and Sortracorp SAS, in preparation for a presidential visit.
However, investigations have highlighted anomalies, including the absence of the platform billed at 901,355,000 CFA francs, and revealed indications of embezzlement of public funds amounting to a total of 1,476,482,766 CFA francs.
To that end, the National Assembly of Senegal adopted, on February 27, 2026, the resolution indicting Maitre Moussa Bocar Thiam for criminal association, embezzlement of public funds and money laundering.
Mr. Thiam was summoned by the investigating committee of the High Court of Justice. However, the former minister, currently out of the country, did not appear before the investigating magistrates.
