JOURNEE INTERNATIONALE DE LUTTE CONTRE LA CORRUPTION : LE FORUM CIVIL SALUE DES PROGRES, MAIS ALERTE SUR LES DEFIS PERSISTANTS
On the occasion of International Anti-Corruption Day, celebrated on December 9, 2025, the Civil Forum highlights notable progress made by Senegal while recalling the magnitude of the challenges that remain.
The organization highlights the adoption of key legislation: the creation of OFNAC (Law No. 2025-12), the new law on asset declarations, whistleblower protection, and the law on access to information. The implementing decrees for OFNAC and CONAI, as well as the appointment of OFNAC members, are also considered significant progress.
But these advances have not yet allowed the country to leave the red zone of the Corruption Perceptions Index. With a score of 45/100, Senegal continues to face structural weaknesses, in a context where organized crime is on the rise.
The Civil Forum calls for an inclusive evaluation of the 2019-2024 National Anti-Corruption Strategy to develop a new, more appropriate strategy. It insists on the regular publication of reports from the General Inspectorate of State (IGE), the National Anti-Corruption Office (OFNAC), and the Anti-Corruption Regulatory Authority (ARCOP), as well as on strengthening internal oversight bodies.
The organization also recommends the implementation of a national operational plan, rigorous monitoring of the recommendations of oversight bodies, and more active international cooperation. Finally, it urges the authorities to guarantee transparent accountability and effective access to information, particularly on public spending and debt.

Le forum civil est devenu un clan qui vit dans un enclos voué aux compromis, compromissions et le désir ardent d'intégrer les sphères étatiques . Un organisme sensé se tenir à équidistance des affaires publiques se gargarise dans l'antre du pouvoir et voue aux gémonies le principe de conflit d'intérêt qui est patent et latent. Avec cette attitude comment respecter une telle organisation dont la moitié de ses membres est casée à l'ITE, l'OFNAC, ARTP, entre autres. Finalement le FC constitue une entrée pour se loger et se caser dans des postes juteux de l'Etat.
Hélas Mbodji va se retourner dans sa tombe, lui qui travaillait pour disposer d'une masse critique de citoyens capable de jouer sa partition dans l'éveil des consciences avec des activités de renforcement de capacités et de compétences de ses membres, de création de projets sur les coalitions citoyennes, les clubs d'intégrité , les CGP......contrairement à cette caste qui s'est embourgeoisée et qui vit de subsides.
