Open Days on the Mining Sector: Minister Birame Souleye Diop Calls for Responsible Mining

Journées Portes Ouvertes sur le secteur minier : le ministre Birame Souleye Diop plaide pour une exploitation responsable

The National Open Days on the Mining Sector are being held this week in Kédougou, a region at the heart of Senegal's gold mining industry. Addressing stakeholders and local communities, the Minister of Energy, Petroleum, and Mines, Birame Soulèye Diop, defended a vision of a mining sector that is "transparent, inclusive, and respectful of the rules."

CSR, between legal framework and social expectations

Speaking on Corporate Social Responsibility (CSR), the Minister recalled that this concept was not explicitly codified in the Mining Code, but that it is framed through the framework law and the Local Development Support Fund (FADL).

"From 2024 to 2025, a mining company invested $5 billion in CSR. Presented like that, it seems enormous. But when you put it into a single year, it's barely $1 billion per year on a turnover of $165 billion. This represents less than 0.5%, while the historical average is between 0.3 and 0.7%," he explained.

According to him, the State of Senegal decided to set the FADL rate at 0.5% of turnover, in order to ensure a better redistribution of mining wealth to communities.

"Let's stop talking about CSR in a vague way. From now on, it's codified within the framework of the FADL. After that, companies can, if they wish, go further to help those in need," the minister insisted.

The moral issue of mining

Beyond the figures, Birame Soulèye Diop wanted to recall the human and moral dimension of mining:

"This land was a land of habitation, of life, sometimes of cemeteries. By the grace of God, resources were discovered there and we exploit them. But when populations have to be displaced, when a cemetery is moved, how can we assess its moral value?" he asked the audience.

Stability clauses and respect for communities

The minister also referred to the stability clauses contained in mining agreements, recalling that they did not exempt companies from their environmental obligations and respect for the rights of local communities.

For him, the Open Days represent an opportunity for dialogue in order to build a mining sector that benefits everyone, while guaranteeing the preservation of the environment and the dignity of the populations affected.
