Kédougou : LE CNFPLF mise sur le dialogue pour une fonction publique locale performante
The National Center for Local Civil Service and Training (CNFPLF) continues its national dialogue tour with local stakeholders. After several regions, it is Kédougou's turn to host a regional workshop dedicated to building the capacities of elected officials and local executives on the legal and regulatory framework of the local civil service.
A lever to consolidate decentralization
Created by Decree No. 2021-669 of May 25, 2021, the CNFPLF has established itself as a central player in the implementation of the reform of the local civil service. Its mission: to support local authorities in personnel management, the training of elected officials, and the professionalization of local human resources.
"Decentralization can only be effective if our human resources are well-trained, well-supervised, and well-motivated. This regional dialogue is an opportunity to harmonize our practices and strengthen the quality of local public services," declared the governor in charge of development in Kédougou. He welcomed this inclusive approach by the CNFPLF, believing that it reflects the government's desire to make local authorities a true driving force for development.
The CNFPLF listens to the territories
For the Director General of the CNFPLF, these regional workshops are an essential step in the completion of the local civil service. "We want to establish a permanent framework for consultation between elected officials, administrators, and union representatives. The aim is to share texts, discuss the difficulties encountered, and co-construct a modern and efficient local civil service," he explained.
The goal is clear: to bring decisions closer to those who implement them on the ground. The CNFPLF also wants to ensure that each local player has a firm grasp of the provisions relating to the remuneration, integration, retirement, and advancement of local agents.
Train to manage better
Beyond dialogue, training remains at the heart of the CNFPLF's strategy. "We are implementing a continuing education system adapted to local realities. Every elected official or technician must have the necessary tools to effectively manage their community's human and financial resources," explained the center's director.
This vision is in line with the guidelines of the Senegal 2050 National Transformation Agenda, which makes territorial human capital a pillar of sustainable development.
Local elected officials welcome a participatory approach
Representatives of the municipalities and departments present in Kédougou unanimously welcomed this initiative. For Kamissa Camara, mayor of Salémata, it's practically the same scenario since 2011. She added: "This is the first time we've had such an open framework for direct dialogue with the authorities on the local civil service. We hope these discussions will lead to concrete solutions, particularly on integration procedures and career management."
A clear course towards professionalization
These regional workshops will enable the sharing of progress in the national diagnosis of the local public service, the dissemination of new regulatory provisions and the raising of awareness among all stakeholders – elected officials, tax collectors, decentralized services – of their roles and obligations.
Ultimately, the CNFPLF aims to build a more coherent, more equitable and more efficient local public service, capable of supporting decentralization and territorial transformation in Senegal.
