Keur Massar: L'un des 4 escrocs arrêtés tentait de corrompre le commandant de la BR avec 400 000 F CFA
Four individuals were arrested in Tivaouane-Peulh by the Keur Massar research brigade for criminal conspiracy, fraud involving 7.4 million CFA francs, and forgery of administrative documents. The case took an unexpected turn when one of the suspects attempted to bribe the brigade's new commander with 400,000 CFA francs.
A well-orchestrated land scam
The victim of the scam, trader P. Diouf, wanted to acquire a residential plot for her daughter. She confided in the broker Mohamed, who put her in touch with M. Ba, G. Diakhaté, AB Ndiaye, and Seydina, who claimed to be the owners of a 150 m² plot for sale.
After a site visit, they took the victim to their supposed real estate agency in Tivaouane Peulh, where they presented him with a false deliberation.
Convinced that she was dealing with credible people, Mrs. P. Diouf paid them the sum of 7.4 million CFA francs against receipt.
The deception discovered
But a few months later, wanting to start work on the plot, the trader encountered the refusal of an individual who turned out to be the legitimate owner of the land.
Unable to defend their interests in the plot, the scammers cut off all contact with P. Diouf when she demanded her money back. In desperation, she finally filed a complaint.
Dismantling the network
When questioned, Mr. Ba cooperated with investigators, denouncing his accomplices G. Diakhaté, A. Ndiaye, and Seydina. He also confessed to the falsity of the deliberation, claiming that it had been fabricated by O. Diop and A. Fall.
The investigation identified the group's modus operandi: targeting vacant land which they fence off at night before putting up for fraudulent sale.
Following Mr. Ba's arrest, further investigations led to the arrest of driver AB Ndiaye and Tivaouane-Peulh municipal agent EE Ba, who reassured customers about the authenticity of the deliberations in exchange for 250,000 CFA francs.
Audacious corruption attempt
The case took a dramatic turn on Sunday, August 3, 2025, at 12 p.m. Mr. G. Diakhaté, the mafia leader, spontaneously presented himself at the Keur Massar police headquarters, having heard of his accomplices' arrest. Asking to see the investigator in charge of the case, he was taken to the commander's office. During the interview, he initially denied his involvement, claiming that his friend had falsely accused him.
In an attempt to befriend the new head of the BR department and revealing his connections with certain authorities, G. Diakhaté offered him 400,000 CFA francs to bury the matter. He even took the money out of his pocket and put it on the desk; according to Seneweb sources.
The new commander immediately ordered Diakhaté's arrest for attempted corruption. Diakhaté pleaded for clemency, admitting that it was "a mistake on his part."
In total, four people were taken into custody on various charges. However, A. Fall and O. Diop, who were responsible for establishing the false deliberations, are still on the run.
This case illustrates the determination of the new judicial authorities to fight against corruption and land fraud which are plaguing the Senegalese real estate sector.

Hum fin de la corruption au senegal, ce n’est pas pour tout de suite deh. Ce pays est vraiment foutu. Quand c’est l’administration qui corrompt c’est compliqué.
