Keur Moussa : Les familles de sept villages illégalement privées de leurs terres agricoles et pastorales
A double threat now hangs over the municipality of Keur Moussa (Thiès department). The alert was issued with the utmost firmness during a press conference held this Sunday, November 23, 2025, by the association "And Défar Keur Moussa." The association emphasized: "the criminal dispossession of our ancestral lands by the FILFILLY family and the Archdiocese of Dakar (THIPNA lands)" and "the illegal and dangerous establishment of the Sen Sea Product fish processing plant."
The president of the "And Défar Keur Moussa" association, Modou Fall, the general secretary, Mamadou Diop, and the president of the "environment" commission, Moustapha Diakhaté, emphasize that "for decades, the people of Keur Moussa have been fighting against the dispossession of their land. Our commitment is unbreakable. This battle is transgenerational, waged against unscrupulous and corrupt land predators who exploit the patience of an entire population."
Today, they clearly state, the people of Keur Moussa refuse to be dispossessed! “We are determined to fight to the bitter end to reclaim our legitimate rights. The families of the seven villages are being illegally deprived of their agricultural and pastoral lands; their sole source of income and ancestral heritage. While our families are growing, we are being deprived of the vital space for agriculture and livestock farming. This is a direct attack on our survival.”
In addition to this land crisis, the residents of Keur Moussa are suffocating. According to the association's secretary general, Mamadou Diop, "The Sen Sea Product factory is asphyxiating the population with unbearable air pollution and a persistent, nauseating odor. It is a proven and documented public health hazard." He and his colleagues denounce "the shocking impunity surrounding this case."
It is worth recalling: In the late 1980s, the FILFILLY family lost their case in the Dakar court. Despite this legal decision, they persist in their attempt to seize our land. On June 13, 2020, after personally assessing the situation, the former Minister of the Interior, Aly Ngouille Ndiaye, issued a formal order for the immediate suspension of land transactions and asked the local population to continue their agricultural activities.
Despite the Minister's order and the court ruling, Mamadou Diop denounces the FILFILLY family and the Archdiocese of Dakar (the Vicariate) as ignoring these injunctions with complete impunity! The people of Keur Moussa say they are observing, with legitimate anger, that "these land grabbers benefit from well-placed accomplices within the state apparatus, the very people who were supposed to protect us."
In 2020, a petition for the eviction of Sen Sea Product garnered 1,005 signatures, accompanied by a bailiff's report. "The administrative authorities had given us formal guarantees that the factory would be shut down and closed for non-compliance," recall Mamadou Diop and his colleagues. They ask, "What happened to that promise?" According to them, "The factory continues to pollute with impunity."
They reiterate that their position is unwavering and their mobilization is growing. “We will never give up on recovering our rights. Returning these lands to the unjustly dispossessed families is a matter of public safety!” They also demand that the new regime, elected on a promise of change, put an end to these practices. They emphasize that the doctrine of “Jub, Jubbal, Jubanti” (Justice, Rectitude, Restoration of Order) is not just a slogan: it is a call for good governance and the redress of past wrongs.
Mamadou Diop and his colleagues believe that "the 201 hectares claimed by the Archdiocese of Dakar are a perfect illustration of an outrageous denial of our centuries-old rights." Therefore, they are urgently calling on the new authorities to: "immediately restore the people's violated land rights"; and "implement without delay the orders suspending land transactions."
Also, to "proceed with the closure and relocation of the Sen Sea Product factory, which is non-compliant and dangerous to public health"; to "investigate and punish the accomplices within the administration who protect these predators." For the people of Keur Moussa, the time for waiting is over; now is the time for action and justice!
