The Dakar Research Brigade (BR) has dismantled a criminal network of rare audacity. The investigation led to the arraignment of L. Ndiaye on February 8th, in connection with a fraudulent sale of a 1,247 m² plot of land located in Almadies, sold for 1.375 billion CFA francs.
At the heart of the case is NL Mbengue, presented as the main instigator, according to Libération. The newspaper specifies that the accused, already convicted in a similar case, was wearing an electronic tag at the time of the events. However, the investigation revealed that the device had been fraudulently activated on January 21st and then reactivated in the immediate vicinity of the Electronic Monitoring Center. This manipulation allowed him to disappear. He is now the subject of an international arrest warrant.
According to the same source, one of the most concerning aspects of the case relates to the quality of the documents produced during the transaction. With the exception of a national identity card in which only the photograph had been replaced, all the documents submitted to the file were authentic: property titles, extracts from the Land Registry, and even the marriage certificate of the true owner.
This near-perfect concordance strongly suggests the existence of internal complicity within the Land Registry and the State Property services, capable of providing official documents or faithful copies intended to deceive the vigilance of professionals, suspects Libération.
The newspaper adds that the buyer, S. Mb. Kébé, manager of the company One Plus One, paid the funds before a notary, believing he was dealing with the legitimate owner, namely L. Ndiaye, who was impersonating him. Ndiaye was arrested and charged with conspiracy, fraud, forgery and use of forged public documents, money laundering, and aiding and abetting an escape.
The prosecutor's office has ordered further investigations to identify any accomplices within the administration and to dismantle the entire network, Libération adds.
