The High Council for Social Dialogue is popularizing its 2025 report and calling for the strengthening of consultation mechanisms.

The High Council for Social Dialogue (HCDS) organized a workshop in Dakar on Thursday, May 21, to promote its 2025 Report on the state of social dialogue in Senegal. Speaking at the event, the President of the High Council, Mamadou Lamine Dianté, reiterated that this initiative fulfills an obligation enshrined in the institution's governing documents. "Since assuming leadership of the High Council, we have committed, in accordance with Articles 2 and 14 of the decree establishing and governing the High Council for Social Dialogue, to submit an annual report on the state of social dialogue to the President of the Republic," he explained.

A desire to improve social stability

According to Mamadou Lamine Dianté, this dissemination phase is essential so that all stakeholders can understand the report's conclusions and contribute to improving the social climate. "The goal is for us all to improve the practice of social dialogue in our country to achieve peace and social stability," he stated. The 2025 report is structured around several major themes, including: the promotion of social democracy and social dialogue by the tripartite mandates, initiatives to promote social dialogue undertaken by the HCDS, lessons learned during the year, and recommendations addressed to the State, employers, and workers' organizations. Among the main recommendations, the High Council advocates for the establishment of sectoral social dialogue committees in all sectors of activity. "Each sector must have a sectoral social dialogue committee," insisted the HCDS president.

He also recommended the creation of similar mechanisms within large companies to prevent tensions and foster ongoing dialogue between employers and workers. For him, these frameworks for dialogue constitute "the only way" to sustainably preserve social peace while promoting the creation and sharing of wealth. Capacity building for stakeholders was also among the priorities discussed at the workshop. "Stakeholders need to understand what social dialogue is and how to use it," he argued, believing that a better grasp of these mechanisms could contribute to job creation and economic stability.

National dialogue: "a Senegalese tradition"

When asked about the political and social consultations launched by the President of the Republic, Mamadou Lamine Dianté welcomed this initiative, which he considers a Senegalese tradition. "It is important that he can discuss directly with stakeholders to get the country back on track," he stated. The President of the High Council for Social Dialogue (HCDS) also mentioned the stability pact recently signed between the government and the G7 trade union group, calling on the various parties to be patient regarding the implementation of the commitments made. "All the commitments were linked to deadlines. If the deadlines are not exceeded, everyone should be patient," he declared, while reiterating that the High Council will remain mobilized to ensure mediation and preserve social stability in Senegal.
