L'écrasante majorité des sénégalais dans des zones à haut risque environnemental : Les chiffres crus d'une enquête !

This Monday, October 20, is World Environment Day. The National Agency for Statistics and Demography (ANSD) has chosen this opportunity to publish its first-ever National Survey on Environmental Risks and Population Vulnerability by Gender (ENREGV). This reveals that 83.6% of the population lives in homes or on land located in a high environmental risk area.

The overwhelming majority in risky environments

"The overwhelming majority of the population, roughly eight out of 10 people, live in an environment where there are environmental risks. Within this population living in a risky environment, there is a significant segment of vulnerable populations, namely women, children and people living with disabilities," stressed Dr. Abdou Diouf, Director General of ANSD, on the sidelines of the meeting.

In the survey process, Mr. Diouf explains that all risks were addressed. His teams considered, he says, populations living around public landfills, those living with climate risks such as drought, and those living with the risk of land salinization, which impacts their sources of income. "People living around major highways, where there are environmental risks that can be much more insidious, were also surveyed," explains Mr. Diouf.

Moreover, the survey report informs that the highest population concentrations are observed in areas of high environmental risk such as areas with heavy vehicle traffic (30.6%), areas where power plants or high-voltage lines have been installed (28.2%) and lowlands, marshes or other flood-prone areas (28.2%).

Populations of Dakar, Fatick, Ziguinchor... more exposed

The ANSD also reveals that the populations of the regions of Fatick (98.6%), Ziguinchor (93.6%), Saint-Louis (92.2%), Dakar (92.1%), Matam (91.3%) and Kaolack (89.8%) are the most likely to reside in these high-risk areas. The proportion of the population residing in these high-risk areas is higher among women than among men in the regions of Ziguinchor (94.2% versus 93.0%), Saint-Louis (92.5% versus 91.9%), Kédougou (84.5% versus 82.2%), Kaolack (90.1% versus 89.4%) and Diourbel (83.7% versus 80.1%).

In the 12 months preceding the survey, 95.1% of the population experienced at least one risk or disaster, reveals the ENREVG. Worse, nearly 64% experienced at least three. "Overall, more than nine out of ten Senegalese, aged 15 or older, (95.1%) report having been exposed to at least one risk or disaster in the last 12 months," reads the ANSD report.

Obstacles to accessing care

Among those at risk, 43.4% had access to and understood early warning information. However, the study found that 7.6% of the population exposed to risks/disasters, in the last 12 months, encountered obstacles in accessing medical care or hygiene products. These obstacles were more prevalent in urban areas (8.7%) than in rural areas (6.0%).

Among the populations exposed to disasters/risks, 80.4% encountered obstacles in accessing medical care or hygiene products following a flood (78.8%), following a heat wave and 71.5% after the occurrence of a dust storm, haze episode, polluted air, smoke, brown clouds etc.
