Treasury controllers facing governance challenges: between transparency, ethics and performance

Les contrôleurs du Trésor face aux défis de la gouvernance : entre transparence, éthique et performance

As the linchpin of the public treasury system and guarantors of the proper execution of the missions of the Directorate General of Public Accounting and the Treasury (DGCPT), the treasury controllers of Senegal held their general assembly for the renewal of their office.

This meeting, held under the theme: "Treasury controllers facing the challenges and issues of governance: between transparency, ethics and performance in the management of public resources", was an opportunity to reaffirm the central role of these agents in the consolidation of a modern and exemplary financial administration.

Amadou Tidiane Gaye, Director General of Public Accounting and the Treasury, praised the "remarkable contribution" of the controllers in all the missions of the DGCPT.

"You are present and impactful in all Treasury services, both nationally and internationally. You ensure the continuity and functioning of the State over time and across space," he stressed.

The Director General urged the controllers to remain united and in solidarity to consolidate achievements and to work towards building a modern, efficient Treasury administration that serves development.

He emphasized the three pillars of contemporary public governance: transparency, ethics and performance, which he considers "the essential conditions for establishing and maintaining trust between the State and citizens".

Mr. Gaye pointed out that the role of the Treasury controller is now evolving in a context where the requirement for transparency has become a citizen's right.

"It is no longer just about accountability, but about informing public decision-making and making citizens understand the destination and use of funds. The regularity of operations is no longer sufficient; efficiency and performance must now guide the management of public resources," the Director General reminds us.

In this perspective, he invited controllers to adopt a proactive, rigorous and independent stance, capable of anticipating risks, identifying good practices and strengthening trust through accountability.

For his part, Isaac Mingou, president of the Association of Treasury Controllers of Senegal (ACTS), recalled the meaning of this general assembly which marks the renewal of the board after three years of operation.

"We took this opportunity to revisit the core principles that guide our mission: transparency, ethics and respect for regulations in the management of public resources," he argued.

The president of ACTS reaffirmed the controllers' commitment to safeguarding public funds in accordance with the oath that binds them to the State.

"We must demonstrate transparency, compliance and performance. This is how we can contribute to sound and rapid management of public funds," he added.

He also welcomed the support of the DGCPT for the financing of training activities and the establishment of a code of ethics and professional conduct, intended to guide professional practices and strengthen the credibility of the public treasury.

The work of this general assembly provided an opportunity to revisit the texts relating to transparency, ethics, and financial governance, with the assistance of specialized consultants. The objective is to promote the adoption of international best practices and strengthen a culture of accountability within the Treasury network.

    Sans trop me tromper, les contrôleurs du trésor n'ont pas bcp de travail, le trésor public est vide d'après certain de chez certains, une dette cachée qui nous prive d'an soutien financier du FMI et le chefton essaie de nous rassurer ..
    on comprend mieux que l'on puisse tomber de sa chaise quand on les écoute.

    Le trésor est vide, les contrôleurs n’ont pas assez de travail…. Quelle réflexion erronée, le Trésor Public s’assure des exécutions budgétaires de l’Etat et de ses démembrements en continu dans le respect des règles du service public. Quand tu n’as rien d’intelligent à dire, il faut se taire.
