The various general secretaries of the inter-union group representing public sector workers met to assess the first phase of their action plan, which took place last week. According to union officials, the 48-hour strike call was strictly observed and widely followed throughout the country.
Despite this mobilization, deemed exemplary, the unions denounce the government's "contempt," which has provided no response to their demands. This attitude has been described as "unacceptable and inadmissible" by union representatives.
"We condemn in the strongest possible terms the contempt shown by the State of Senegal, which has so far provided no response to this mobilization. Such a lack of reaction is deemed inadmissible and unacceptable. Consequently, the inter-union group has decided to continue the struggle and to launch the second phase of its action plan this week," they stated in their press release.
Faced with this silence, the inter-union group announces the second phase of their movement starting this week.
"On Tuesday 9 and Wednesday 10 December 2025, administration workers are invited to wear red armbands. This action will be followed by a total 48-hour strike, renewable, on Thursday 11 and Friday 12 December 2025 throughout the entire national territory," they announce.
The inter-union group also warns against any attempt to circumvent the application of the Amending Finance Law (LFR). It reiterates that all expenditures authorized by the National Assembly must be executed, otherwise the State's budgetary integrity will be called into question. Union leaders assert that no regulatory maneuvers designed to render the LFR obsolete at the end of the year will be tolerated.
5 months of housing allowance
The central demand remains the payment of five months of housing allowance, the payment of which is suspended pending the signing of a decree.
The inter-union group is urging the President of the Republic and the Prime Minister to sign this text under emergency procedures, in accordance with the commitments included in the Social Stability Pact for inclusive and sustainable growth.
Finally, the unions warn that, in the absence of a response from the government, actions will be strengthened from the following week.

Je crois k tu n'as pas bien compris @Rose, c'est le nouveau régime qui a décidé de généraliser les indemnités de logements, et sur ce, C'était bien pris en compte dans la LFR 2025, votée depuis juin 2025, normalement ça devrait être effectif depuis fin juillet. C'est une volonté du nouveau régime, pourquoi il peine à être appliquée. Ne soyons pas de mauvaise foi, Parparlo bakhoul. Lougn wakh guène né Macky, il faut pas chercher des prétextes, Nagn Sakho di wakh deug pour diappalé le nouveau régime pour qu'il soit courageux et qu'il puisse concrétiser leur vision.

Vous avez bien cerné le problème. C'est le gouvernement qui a estimé que tous les agents de la fonction bénéficient d'une indemnité de logement à l'exception d'une minorité de 7% de l'effectif global alors que le besoin en logement est identique pour tous. Ainsi, l'Etat, sans pression aucune, a décidé de généraliser cette indemnité et le contraire aurait étonné toute personne éprise de justice. Cette généralisation a été actée dans la LRF de 2025 depuis juin. Problème : pourquoi attendre en décembre pour dire que son application est suspendue à un décret qui doit être signé. Il ne faut pas voir la politique partout. Il faut oser affronter les débats.
Un Etat sérieux doit respecter ses engagements.
