NIASSYA-KAGUITTE SE DOTE D'UN CENTRE D'ÉTAT CIVIL MODERNE
The municipality of Niassya marks a historic turning point in access to civic rights. The town of Kaguitte has inaugurated a modern secondary civil registry office, an essential infrastructure for ending unregistered births and marriages and facilitating the regularization of the population, particularly those displaced by the conflict in Casamance.

Until now, residents of Kaguitte, Kassou Sénégal, Kourin, and Etafoun had to travel more than 20 kilometers in extremely difficult conditions to obtain even the simplest birth, marriage, or death certificate. This situation was exacerbated by decades of conflict that led to the displacement of populations and the loss of their documents. This new center, officially opened by the authorities during National Civil Registration Week, now offers a local solution.
Moussa Faye, Deputy Sub-Prefect of Niassya, who co-chaired the reception with the Director General of the National Civil Status Agency (ANEC), welcomed this consolidation of basic infrastructure. He firmly reiterated the importance of these initiatives:

"Civil registration is the cornerstone of the legal recognition of individuals, citizenship, and public planning. [...] Access to civil registration is a right, but must also be a means of economic and social advancement."

He made a solemn appeal to parents, village chiefs, imams and priests to register newborns immediately, stressing that the birth certificate is the "first right of the child".

Matar Ndao, Director General of ANEC, framed this achievement within the year's theme: "Digitalized civil registration is accessible to all Senegalese." The Kaguitte center is equipped with advanced technologies, the result of the government's commitment to modernization. The Director General of ANEC announced the imminent impact of digitalization:
"Today, thanks to this digitalization, a resident of Kaguitte could obtain a civil status document here without wasting much time," the CEO explains.
ANEC has already connected 400 of its 600 national centers. In a few months, this interconnection will allow Niassya residents, even those located in Dakar, to apply online and receive their documents via their smartphone or at the nearest center.

For Matar Ndao, this center is a direct response to the post-conflict identity crisis, allowing thousands of citizens to regain their legal recognition and access to rights.

"With the establishment of this center, we are working towards a fair and modern digital future that emphasizes accessibility, inclusion, and social justice for all Senegalese people."
Mr. Ndao said.
