Olivier Boucal : « Pas de travail, pas de salaire »
In an interview with L'Observateur, the Minister of Public Service, Labour and Public Service Reform, Olivier Boucal, clarified the government's position regarding the deductions from the salaries of striking teachers. According to the Minister, these are not punitive measures, but rather a strict application of administrative law.
"No work, no pay"
The supervisory authority firmly rejects the terms "deduction" or "withholding." According to them, since salary is compensation for work performed, its suspension is the automatic consequence of a work stoppage. "The right to strike is fundamental, but a work stoppage entails the suspension of the corresponding salary," they reiterated. They clarified that this measure is impersonal and applies with the same rigor to all sectors of the administration, without any distinction.
However, Olivier Boucal sought to reassure everyone: this measure is not intended to worsen the social climate. Teachers who believe they have been unfairly reassigned while at their posts will be able to obtain a swift regularization upon presentation of evidence.
Faced with the threat of exam disruptions, the minister emphasizes that the state cannot be held "solely responsible" for any potential disruption to the school year. Responsibility also lies with the unions and depends on the good faith of all parties.
Negotiations: Yes to dialogue, no to escalating demands
While reaffirming the government's openness to ongoing dialogue, Olivier Boucal drew a red line: a refusal to escalate demands. Regarding the "social legacy"—agreements signed under the previous regime that have remained unfulfilled—the interviewee for the Groupe Futurs Médias newspaper emphasized the need to find realistic and reciprocal consensus, free from any pressure deemed excessive.
