Omar Dramé défend l’attribution de quatre licences de pêche à un armateur sénégalais
In a context marked by the scarcity of fish and the difficulties in supplying Senegalese markets, fishing sector expert Omar Dramé provided explanations for the authorities' decision to award four fishing licenses to a Senegalese shipowner.
When questioned about this measure by our colleagues at RFM, Omar Dramé described an "extremely difficult" situation regarding access to fish products in Senegal. According to him, this market pressure led the Ministry of Fisheries to request the assistance of the CRODT (Regional Committee for Fisheries and Aquaculture Development) to assess opportunities for further resource exploitation.
Following the studies carried out, the center reportedly concluded that "nearly 3,000 tonnes could be exploited." Based on this, the ministry sent letters to various shipowners to solicit applications for exploiting this quota.
According to Omar Dramé, only one shipowner ultimately responded to the call. "Among the shipowners, only one applied," he explained, specifying that the application was then reviewed by the Fishing Licensing Commission.
The expert emphasized that this commission brings together several state bodies, including representatives from the Prime Minister's office, the Ministry of the Armed Forces, and the Ministry of Fisheries. "Everything is transparent," he insisted, adding that the commission had issued a favorable opinion, which was followed by the ministry.
Addressing the criticism surrounding the awarding of licenses to a single operator, Omar Dramé asserts that no other shipowner had submitted an application. "The other shipowners did not apply," he stated.
For him, this decision is part of the government's policy to strengthen the supply of the local market. He believes that the massive focus on exports contributes to the difficulties Senegalese people have in accessing fish products.
“Most of these ships are in export, because 80% of the products are exported, and this poses enormous difficulties for the Senegalese population to be able to access these products,” argued Omar Dramé.
Regarding the identity of the licensee, the expert simply indicated that it is "a Senegalese person", without giving further details about his identity.
