Plan Stratégique de Développement de l’ONAS (2026-2030) : les besoins d’investissements évalués à environ 615 milliards de francs CFA
The National Sanitation Office of Senegal (ONAS) is in the final stretch. It must submit a new Strategic Development Plan (SDP) to its Board of Directors, covering the period 2026-2030. This document contains new guidelines aimed at improving performance and governance. "Today, we are preparing to develop the Strategic Development Plan. This document is to ONAS what the Sectoral Policy and Development Letter is to the Ministry of Water and Sanitation. It clarifies our vision over a five-year horizon. It allows us to improve ONAS's governance," explained ONAS Director General Séni Diène.
Beyond its traditional missions, the promotion of the circular economy will take on a new dimension. ONAS, in accordance with the guidelines of Vision 2050, and the Ministry of Water and Sanitation, aims to develop the nexus approach.
“The Senegal 2050 Vision and the New Sectoral Policy Letter require us to resolutely move towards this circular economy. Thus, the exploitation of the wealth niches of sanitation is expected. We need to make the products from treatment more profitable. We must be able to benefit from the infrastructure that will be built and also create jobs,” argued the Director General at this seminar held in Saly.
Performance improvement is the goal.
ONAS is committed to aligning itself with the new guidelines of Vision 2050 and the New Sectoral Policy and Development Letter. The Strategic Development Plan (SDP) outlines the key priorities for expanding access to services, improving service quality, enhancing wastewater treatment, protecting and promoting community ownership of ONAS infrastructure… “This is a five-year document that will be supported by an investment plan and an action plan,” revealed Kader Konaté, Director of Studies and Planning at ONAS.
According to the document shared during the workshop, the total amount of investments planned for 2030 amounts to 615.518 billion FCFA; for wastewater treatment, of which 240.275 billion FCFA has already been mobilized and 338.581 billion FCFA is sought.
For rainwater drainage, the total amount of investments amounts to 117.306 billion CFA francs for rainwater sanitation, of which 19 billion CFA francs have already been mobilized and 98.306 billion CFA francs are sought.
"This document will allow us to produce a performance contract document that binds ONAS to the State to improve the quality of services. The performance contract lasts 3 years while the Strategic Development Plan covers 5 years," added Kader Konaté, Director of Studies and Planning.
A doctrine for community initiatives
The support of community initiatives was discussed at length. On this point, the Director General of ONAS reaffirmed that communities benefit from either advice or support from ONAS. However, the Chairman of the Board of Directors, Alassane Ndao, expressed his wish that more attention be paid to these initiatives. "We need to reflect and develop a strategy regarding community initiatives. Some are well-organized," the Chairman of the Board of Directors recommended.
