Collectif des Serignes Dàaras — boycott outils PAPSE
The standoff is intensifying between the Ministry of National Education and stakeholders of the Education System Performance Improvement Project (PAPSE). United within a collective, Quranic school masters (Serigne Daaras) announced on Friday a systematic boycott of the supplies and teaching materials distributed by the Education and Training Inspectorates (IEF).
This decision follows the ministerial communiqué of April 13th, which announced the provision of pedagogical tools for 1,098 partner daaras (Quranic schools). According to the Collective, the authorities' response is disconnected from reality. "The urgency does not lie in distributing exercise books, but in the survival of the supervisors and teachers," the collective stated.
The service providers claim they have not received any remuneration for seven months, despite signed performance contracts. In addition to this lack of salary, they denounce a glaring inequity: the rare partial settlements are said to have been carried out arbitrarily, excluding many workers without valid reason.
The Collective also points the finger at the failure of state commitments. Currently, the Quranic masters bear the entirety of the costs alone: educational expenses, healthcare, and canteen operations.
Rejecting any mediation from the Daara Directorate, the protesters now demand a direct hearing with the Ministry of Finance and the decision-making authorities for the immediate settlement of arrears, and priority integration in the next national recruitment, to secure the professional future of experienced supervisors.
The Collective is issuing an urgent appeal to the President of the Republic and the Prime Minister for emergency intervention, to "preserve the dignity of the stakeholders and the stability of the educational program."
