Prime Minister Ousmane Sonko announced on Tuesday in the National Assembly the tabling of a bill aimed at increasing penalties for homosexual relations in Senegal. According to statements made before the members of parliament, the sanctions would be increased from the current range of one to five years' imprisonment to sentences ranging from five to ten years.
This announcement comes amid waves of arrests for unnatural acts and intentional transmission of HIV, reigniting the debate on the legal framework governing these offences.
A campaign promise at the heart of the criticism
However, the government's approach is generating mixed reactions.
"This law mentioned by the Prime Minister seems unsatisfactory in light of the various reactions. Because it clearly contrasts with the firm commitment of Mr. Sonko and his party to criminalize homosexuality once in power. After two years of hesitation, the discourse and intentions change. We are no longer criminalizing. We are severely penalizing. This is what the opposition and activists rightly criticize the government for," denounces Alioune Badara Coulibaly, spokesperson for the APR.
According to him, it would be more a matter of toughening existing penalties than a legal overhaul corresponding to electoral promises.
