In Yoff, future residents of the EGBOS housing complex, organized into a collective, have denounced the blocking of the building permit for their future homes due to a conflict between the mayor, Seydina Issa Laye Samb, and the developer EGBOS. According to the collective, despite all the documents being approved by the relevant authorities, the mayor refused to sign the building permit because the developer had not met certain requirements concerning public spaces (school, health center, green spaces). Statement from the Collective of Future Residents of the EGBOS City – West Fair
Since 2018, nearly 400 Senegalese citizens, united within the Collective of Future Residents of the EGBOS Housing Estate, have been experiencing a profoundly unjust administrative and human situation in the Yoff district of Dakar. Despite meticulously following all legal procedures, their building permits have remained blocked for over two years, without any valid legal basis.
A deliberate deadlock situation
The facts are established and documented. The members of the Collective legally acquired their plots of land, after purchasing them before a notary, and have been paying the land fees associated with their leases since 2018. They have subsequently compiled complete files including, in particular:
• NICAD plans
• architectural plans,
• titles or leases,
• Payment clearance certificates issued by the DGSCOS authorize the holder to use their land and carry out work on it in compliance with planning regulations. This clearance certificate follows the inspection and validation of the validity of the operations on the site by the relevant authorities.
• files validated by the Urban Planning, State Property and Cadastre departments.
Following this procedure, the building permits were issued by the relevant authorities. Only the signature of the Mayor of Yoff, Mr. Seydina Issa Laye Samb, is missing; the files have been pending with him for over two years. During a meeting with representatives of the Collective, the Mayor clearly stated that he would not sign any permits until the developer of the EGBOS housing complex, the company Entreprise Générale de Bâtiment Omar Sy (EGBOS), had met his requirements, particularly the allocation of plots for community facilities (school, health center, green spaces).
Citizens held hostage in a conflict that is beyond their control
The Collective wishes to clarify that its members are completely uninvolved in the dispute between the Mayor and the developer.
They cannot be the collateral victims of a conflict of a political, personal or commercial nature, the outlines of which remain unclear and which falls exclusively within the relations between municipal authorities and private operators.
The Collective is composed in particular of:
• of widows seeking to provide decent housing for their orphaned children;
• of retirees wishing to secure the fruits of a lifetime of work;
• Senegalese people from the diaspora preparing their return and wishing to invest in the country;
• young workers who have saved honestly to become homeowners;
• and many other families.
They have all complied with the law. They are all up to date with their obligations. Yet, they are prevented from building, suffer significant financial losses, and have been living in uncertainty for years.
Administrative procedures that went unanswered
Faced with this situation, the Collective has taken numerous steps:
• letters and interviews with the Mayor of Yoff;
• referral to the Sub-prefect of Almadies, in accordance with the Town Planning Code, without result;
• Request for a meeting addressed to the Prefect of Dakar, which has remained unanswered to this day.
Despite clear instructions from the President of the Republic and the Prime Minister aimed at facilitating access to building permits for citizens in good standing, the blockage persists.
• Written questions addressed by members of parliament to the government, particularly to the Ministry of Housing, remain unanswered.
Conflicting accounts and total opacity
Depending on the case, the promoter EGBOS:
• blames the blockage on the Mayor;
• refers to agreements that were reached and then constantly postponed;
• refuses to engage in dialogue with certain buyers who purchased through partners (surveyors, intermediaries).
Furthermore, sources suggest a political rivalry between the Mayor, affiliated with Taxawu Sénégal, and the developer, known to be close to the APR party, the latter having, according to these same sources, offered little cooperation under the previous regime. The Collective is not commenting on these political considerations but refuses to suffer the consequences.
Our expectations
The Collective of future residents of the EGBOS housing estate requests:
• the immediate signing of legally established building permits;
• respect for the Town Planning Code and the equality of citizens before the administration;
• the intervention of the competent authorities to put an end to a situation which appears to be an abuse of power.
The members of the Collective are not demanding any privileges.
They are simply asking for the right to build on legally acquired land, for which they have clearances, leases and for which they have been paying royalties for several years.

Comment se fait il que les deux restent silencieux sans mener d'actions? Le maire qui pourrait disposer des espaces et des recettes ne dit rien. Le promoteur qui pourrait satisfaire ses clients et son image ne dit rien. Cela me semble tres louche.
L'Etat doit prendre ce dossier au sérieux et faire régner la justice.
Il semblerait qu'il yai des non dits ou ententes silencieuse. Privilégier l'intérêt collectif avec l'intérêt personnel.
