Population, jeunesse et avenir : Le Sénégal redessine sa trajectoire démographique à l’horizon 2050
With the release of the third Population Policy Declaration, the Senegalese State is showing its ambition to transform demographic dynamics into an engine of development, by focusing on human capital, social equity and capturing the demographic dividend.
Senegal is embarking on a new strategic phase in the governance of its population. Gathered in January 2026 for the workshop to present the findings of the third edition of the Population Policy Declaration (PPD), public decision-makers, technical and financial partners, experts and civil society actors reaffirmed the central importance of demographic issues in the country's development.
Presiding over the meeting, the Secretary General of the Ministry of Economy, Planning and Cooperation, Mouhamadou Bamba Diop, recalled the historical and prospective importance of this document, which is intended to structure public action in the face of the major demographic changes that Senegal is experiencing.
A population policy rooted in history and oriented towards the future
First adopted in 1988 and updated in 2002, the Population Policy Statement has, for over two decades, placed human capital development at the heart of national priorities. The new PPS continues this tradition, while incorporating updated data from the 2023 General Population and Housing Census (RGPH).
Developed in accordance with Senegal's international commitments, the United Nations' Agenda 2030, and the African Union's Agenda 2063, it is also aligned with the National Agenda for Systemic Transformation Senegal 2050. "The aim is to provide the country with a coherent, forward-looking and multi-sectoral framework, capable of sustainably guiding interventions in demographic dynamics, taking into account socio-economic, cultural and territorial realities," stressed Mouhamadou Bamba Diop.
Significant progress, but persistent demographic pressure
Public policies implemented in recent years have led to significant progress: a decline in mortality, an increase in life expectancy, and a decrease in fertility, thanks in particular to the five-year Priority Action and Investment Programs (PAIP). However, population growth remains high. Senegal's population has increased from 4.9 million inhabitants in 1976 to over 18 million in 2023, reflecting the scale of the challenges ahead.
These challenges mainly concern "strong population growth and high dependency ratio, still insufficient access to education and health services, persistent poverty, particularly in rural areas, territorial inequalities exacerbated by rapid urbanization and the need for jobs and infrastructure".
Human capital and demographic dividend at the heart of the strategy
To address these challenges, the State is relying on a massive increase in investments in human capital in order to take full advantage of the demographic dividend, the window of opportunity for which has been open since 1999.
The adoption of the Senegal Vision 2050, which places people at the heart of public policy, marks a major turning point. One of the pillars of the National Development Strategy (2025-2029) aims to transform the youth, who constitute the vast majority of the population, into a driver of inclusive and sustainable growth. Speaking on behalf of the United Nations Population Fund (UNFPA), Caroline Muller, Deputy Resident Representative, welcomed a declaration intended to serve as a compass for development policies.
The figures from the General Population and Housing Census (RGPH) confirm the urgency of action: between 2013 and 2023, the population increased from 13.5 million to 18.1 million, with an average annual growth rate of 2.9%. More than 60% of Senegalese are under 25 years old, representing considerable potential provided that investments are made in education, health, and employment. The decline in the total fertility rate from 6 children per woman in 1992 to 4 in 2023 opens a favorable window for capturing the demographic dividend, the peak of which is expected around 2035.
Through its new strategic plan 2026-2029, UNFPA intends to support the implementation of the DPP around transformative results: zero avoidable maternal deaths, zero gender-based violence and harmful practices, zero unmet need for family planning, with now a strengthened focus on demographic transition, aging and climate change.

Ne prendre que l'anglais comme première langue étrangère juste pour communiquer avec le monde à partir de ce jour là nous commençons à avoir l'indépendance sans doute mais avant ça la France nous regarde et continuera à nous regarder toujours comme des sous hommes, des handicapés et nous respectera jamais et continuera à nous manipuler et surtout à nos états, et elle nous divisera et aussi jamais elle respectera nos diasporas sur son sol.
Aucun pays normal, fier, digne et qui se respecte laisse ses propres langues et officialise une langue non nationale surtout une langue coloniale unitile.
Dans le monde seul nous les Africains le font les autres peuples ils préféreront mourir plutôt de l'accepter.
