Prévention des accidents domestiques et lutte contre la fraude électrique : Cap sur la digitalisation et l’expansion territoriale
Fraud involving Senelec meters, once a serious concern, is now marginal. Similarly, domestic accidents related to electricity are becoming increasingly rare. These significant improvements are largely attributable to the rigorous and consistent work of the Senegalese Committee for the Safety of Electricity Users (Cossuel), a key player in ensuring the safety of domestic electrical installations in Senegal.
Tasked with ensuring the compliance and safety of electrical installations, Cossuel has been conducting sustained prevention, awareness, and training campaigns for the public for several years. This approach is bearing fruit, according to its Director General, Samba Dieng. "Users are now better informed and more responsible. The involvement of Senelec's management is also noteworthy. The number of fraudulent activities has decreased considerably, and the goal of their near-elimination is now within reach," he stated.
According to Mr. Dieng, the evolution of Cossuel is evident. "Every year, we record an increase in requests for certificates of conformity. At the same time, our inspectors develop increasingly specialized expertise through their interventions," he emphasizes, highlighting the upskilling of the technical teams.
Modernization and proximity
Looking ahead, Cossuel is poised to reach a decisive milestone with the launch of its online agency, the deployment of which is now complete. "Starting in the first quarter of 2026, users will no longer need to physically visit our branches for their transactions," announced the Managing Director. This innovation will be complemented by the upcoming opening of branches in Podor and Dagana, further strengthening its proximity to users.
The year 2025 was marked by significant achievements for the institution. "These advances reflect our commitment to continuous modernization, based on excellence, risk management, digitalization, and skills development," explains Mr. Dieng. The strengthening of internal and quality control, combined with digital transformation and territorial expansion, now provides a solid foundation for meeting future challenges.
A continental ambition
Beyond national borders, Cossuel has a clear ambition: to become a continental leader in electrical safety. The institution is already supporting the establishment of similar structures in the sub-region, such as Copsuel in Burkina Faso, by providing technical and material support and training for local teams.
However, the Director General points out that Cossuel does not yet receive any government subsidies. "A subsidy would allow us to further strengthen our public service role and focus our efforts on achieving our strategic missions," he argues. Through its ongoing work and long-term vision, Cossuel has established itself as a pillar of electrical security in Senegal, serving the population and contributing to sustainable development.
