Circulaire du PM sur le riz local : CICODEV applaudit et donne des orientations
Economic patriotism now extends to the administration. In Circular No. 0036 of February 26, 2026, Prime Minister Ousmane Sonko instructed all sectoral ministries to prioritize the purchase of locally sourced rice. This decision marks a crucial step in the national food sovereignty strategy, promoting local consumption and aiming to guarantee a market for national rice producers and farmers.
This directive is not an isolated measure, as it is part of a reform agenda initiated in November 2025 with "setting the ex-works price of white rice at 350 CFA francs/kg." More recently, on Thursday, March 5, 2026, the government took another step by granting a subsidy of 50 CFA francs/kg to support producers and consumers. This boost aims to stabilize prices while strengthening the purchasing power of Senegalese citizens.
The Pan-African Institute for Citizenship, Consumers and Development (CICODEV Africa), committed to promoting local consumption, wholeheartedly applauds this political will of the government, which has long been lacking.
In a statement, Amadou Kanouté, Executive Director of CICODEV Africa, declared: “Senegal imports approximately 1.4 million tons of rice annually. However, there are many other foodstuffs besides rice that can be produced, sold, and consumed locally in Senegal. It is therefore crucial to find a balance between what we produce and what we consume, and this circular from the Prime Minister is a good start towards effectively increasing the consumption of local products.”
However, the organization emphasizes that for this circular promoting local consumption to be effectively implemented, guidelines are necessary. These are logistical, cultural, and economic in nature.
Indeed, according to CICODEV, it will be necessary to "ensure the accessibility of local rice throughout the national territory for a regular supply of public institutions; ensure that stakeholders agree on a standardization of local rice; ensure the approval and effectiveness of the price of local rice."
But also, adds CICODEV, "to initiate a discussion around culinary education so that producers adapt local rice to the culinary and dietary habits of consumers."
The organization, for its part, commits to monitoring the effectiveness of this circular from the Prime Minister and to contributing to strengthening its implementation.
