In a context marked by the high cost of living, purchasing power has become a major concern for Senegalese workers. President Bassirou Diomaye Faye's May 1st, 2026 address did not shy away from this reality, highlighting a series of measures designed to ease the burden on households. Key announcements included salary increases for domestic workers, housekeepers, and agricultural laborers. These long-marginalized groups are thus benefiting from a gradual recognition of their rights. In addition, the government announced the extension of the housing allowance to civil servants, a long-standing demand of the unions. According to President Faye, this measure aims to directly improve the living conditions of public employees, who are facing the daunting challenge of skyrocketing rents.
The head of state also highlighted the price reductions implemented on certain essential goods. While this direct response to inflationary pressures has been welcomed, its actual impact on the average household budget remains a subject of public debate. At the same time, massive recruitment drives have been undertaken in strategic sectors such as education, healthcare, and higher education. Beyond improving the quality of public services, these hires contribute to injecting fresh purchasing power into the national economy. Despite these efforts, the president acknowledges that expectations remain high. Unions continue to advocate for a more comprehensive wage increase and greater control over distribution channels to stabilize prices.
Social dialogue plays a central role in the government's strategy to guarantee the country's stability. The National Pact for Social Stability, which establishes a three-year truce, forms the basis of this approach. Presented as a collective commitment, it aims to create a peaceful climate, essential for implementing structural reforms. However, the reality on the ground remains mixed. Tensions persist in certain sectors, testing the pact's strength. While acknowledging these difficulties, the government calls for each party to respect the commitments made.
Notable progress has been made, however, notably the signing of a major agreement with education unions in April 2026, cited as a model of successful consultation. The president's ambition is now to institutionalize this dialogue by establishing permanent consultation frameworks within the ministries. The creation of a labor administration intervention fund is part of this crisis prevention strategy. For President Faye, the success of this strategy will depend above all on mutual trust between the stakeholders. Between promises of reform and pressing social demands, dialogue remains a delicate but essential exercise for building lasting stability.
