The Alliance to Save Senegal (ASS) has appealed to the Ombudsman of the Republic regarding the state of health of several personalities placed in pre-trial detention, expressing serious concerns about respect for their fundamental right to access care.
In its letter, the organization cites in particular the cases of Farba Ngom, deputy-mayor of Agnam, Mabinetou Diaby, wife of journalist Madiambal Diagne, Maodo Malick Mbaye, former director of ANAMO, as well as Khadim Bâ, CEO of Locafrique.
According to the ASS, information widely circulated in the public sphere reports medical situations requiring sustained care, or even specific arrangements, in order to guarantee continuity of care and the preservation of the physical integrity of the prisoners concerned.
While acknowledging the constraints of the prison environment, the alliance recalls that the State of Senegal remains bound, under the Constitution, national laws and international commitments, to ensure that every person deprived of liberty has effective access to care, in respect of human dignity.
The ASS is therefore asking the Ombudsman of the Republic to conduct an examination of the medical situation of the prisoners concerned, to assess the measures taken by the prison administration and, if necessary, to make recommendations to the competent authorities in order to prevent any risk of violation of fundamental rights.
The letter is signed by Babacar Mbaye Ngaraf, president of the ASS.
