Saint-Louis: Two forgers arrested, vast network of counterfeit documents uncovered

Saint-Louis : Deux faussaires arrêtés, un vaste réseau de faux documents découvert

A major network involved in falsifying administrative documents has been dismantled in Saint-Louis. Two individuals were brought before the prosecutor on October 31, 2025, charged with criminal conspiracy, forgery and use of forged documents, and the unlawful acquisition of Senegalese administrative documents.

The operation was carried out on October 27 by the Rosso Regional Branch of the National Division for Combating Migrant Smuggling and Related Practices (DNLT), under the Border Police Directorate.

The first suspect, a foreign national, had been wanted by the DNLT of Rosso since 2022. He was intercepted by agents at the Diama border post.

The individual was using a false identity allegedly issued by the Mbacké civil registry office.

When questioned, he admitted to having obtained this fake civil status document from a third party in exchange for the sum of 150,000 CFA francs.

The checks carried out by the police at the civil registry center in Mbacké confirmed the fictitious nature of the incriminated birth certificate.

The investigation quickly led the detectives to Kaolack, where they identified and arrested the second suspect, the man who allegedly provided the fake document.

This individual, who turned out to be a "businessman specializing in facilitating the obtaining of administrative documents of all kinds", admitted to having acted as an intermediary for the foreigner for 150,000 CFA francs, by putting him in contact with an agent of the Mbacké town hall.

The analysis of his phone revealed the presence of several dubious acts and suspicious links with civil registry officials in several town halls (Kaolack, Toubacouta, Podor, etc.).

A search of his schoolbag confirmed that he had a veritable forgery operation. Among the documents seized, the police counted: 106 birth certificates (Kaolack, Mbacké, Toubacouta, etc.), 70 blank parental authorizations, 5 blank certificates of celibacy, stamped and signed (Kaolack Municipality), 9 blank divorce certificates, stamped and signed by the civil registrar of Kaolack, and numerous other blank administrative documents.

Regarding the origin, the second suspect stated that most of the civil status documents had been entrusted to him by individuals requesting his services, and that the blank documents had been purchased near the Main Civil Status Centre in Kaolack.
