Scandale à l’école de la Cité CSS de Richard-Toll : Le directeur Julien Pierre Weynachter risque gros
The scandal that rocked the primary and secondary school at the Cité des Cadres de la CSS, located in Richard-Toll, was addressed this Thursday at the Dakar Criminal Court. The case concerns the headmaster, Julien Pierre Weynachter, who is being prosecuted for collecting personal data by fraudulent, unfair, or unlawful means, as well as for other offenses stipulated and punishable under Articles 431-19, 431-34, 431-35, 431-36, and 431-39 of the Penal Code.
According to the prosecution, on October 24, 2024, the cyber patrol unit of the Special Cyber Division (DSC) conducted internet investigations using software called CPS (Child Protection System). These investigations detected the sharing of child pornography involving an employee of the Senegalese Sugar Company (CSS) in Richard-Toll, using an internet connection assigned to the company.
The findings were confirmed by Nouchele Bernard Yadod, engineer and head of the CSS's IT department. The investigation identified Julien Pierre Weynachter as the user in question. Weynachter, director of the CSS's Cité des Cadres primary and secondary school, reportedly confessed during the preliminary investigation, stating that he had begun downloading files in 2008.
The search of his home revealed that he was using a VPN when investigators arrived. Police also seized a pair of underwear belonging to a young girl, as well as Kinder Joy chocolates and children's toys, from his bathroom.
Referred to the Dakar prosecutor's office, the case was assigned to the investigating judge of the 3rd chamber for the opening of a judicial inquiry. He was charged and remanded in custody for child pornography and pedophilia. However, at the conclusion of the investigation, the magistrate issued a partial dismissal order, finding that there was no basis to prosecute Weynachter for the pedophilia charges, before sending him to trial for the other offenses.
In court, Julien Pierre Weynachter denied the charges against him. CSS, the civil party in the case, was represented by its counsel, Mohamedou Makhtar Diop. The lawyer argued that the company had suffered both material and moral damages, as the establishment was intended for the children of CSS employees and managed by the defendant. He requested symbolic damages of one franc.
In his submissions, the public prosecutor considered that the defendant was guilty of the acts and requested a sentence of 5 years imprisonment with a fine of 5 million CFA francs.
Representing the defendant, Mr. Ciré Clédor Ly argued that justice had not been served in this case. He asked the court to dismiss CSS's claim for damages. His primary argument was for acquittal based on reasonable doubt, and his secondary argument was for an alternative sentence.
The case was adjourned for deliberation until February 26, 2026.
