Breaking a silence he describes as a "responsible choice," the Administrator of the Social Housing Fund (FHS), Mr. Ibrahima Diop, felt compelled to officially respond to the wave of accusations that have rocked the institution for the past two weeks. In a strongly worded press release, he denounces "erroneous, unfounded, and defamatory information" spread by malicious voices seeking to damage his reputation.

A restructuring born from an uncompromising diagnosis

According to Mr. Diop, these attacks originated primarily from former employees dismissed following a major restructuring. Upon assuming his duties on August 12, 2024, the administrator explained that he had initiated a "thorough assessment" to understand the FHS's operational problems. This process led to independent audits of the procurement cycle and the Fund's internal organization.

The skills assessment, the cornerstone of this reform, revealed some very worrying figures. The audit highlights that only 14% of staff had a profile "fully suited" to their position, while 21% had a profile "not suitable for development" and another 21% had a profile "not suited to the functions performed".

Social measures approved by the Steering Committee

In response to this situation, Mr. Ibrahima Diop clarifies that the decisions taken were not arbitrary but validated by the Fund's highest authority. "Based on the auditor's recommendations, a social plan was proposed and then approved by the FHS Steering Committee, the only body authorized to make such a decision," he recalls.

The statement details the fate of the 15 agents at the heart of the controversy:

 

8 agents have been redeployed and are benefiting from a training plan.

Two agents were dismissed for serious misconduct.

* 5 agents received a negotiated departure offer, accepted by three of them.

The Administrator also insists that the payroll has remained stable: only one recruitment has been made since his arrival to meet a "proven operational need".

A commitment to budgetary sovereignty

Far from being distracted by what he calls slander, Ibrahima Diop reiterates his loyalty to the mission entrusted to him by the Head of State, President Bassirou Diomaye Faye. He reaffirms his "total commitment to rigorous, transparent, and responsible management," emphasizing that every action taken is solely in the service of the public interest.

By providing these clarifications, the FHS administration hopes to close this controversial chapter and focus on its fundamental mission: facilitating access to social housing for Senegalese people.

    Il faut que les politiciens comprennent que ceux qui travaillent dans les boites publiques sont, avant toute chose, des citoyens sénégalais. Ensuite, la roue tourne vite. Si chaque régime/vague de dirigeants devait venir avec ses propres travailleurs, ce serait un éternellement recommencement : les chômeurs d'aujourd'hui sont les futurs travailleurs de demain et futur chômeurs d'après demain, vice versa...

    le Sénégal, seul pays où le dg se glorifie d'avoir licencié. quel que soit le motif un licenciement doit toujours rester exceptionnel et rester une décision de justice. C'est dommage quand on nomme des personnes sans vécu et expériences professionnels.
