Logement social : Ousmane Sonko veut rendre effectif le projet « les Cités de la Transformation »
At the Council of Ministers meeting on Wednesday, February 25, at the Palace of the Republic, Prime Minister Ousmane Sonko announced new reforms to revive the social housing sector, considered a strategic lever of the National Transformation Agenda, Senegal 2050.
He argues that the sector must guarantee every citizen decent and affordable housing, while simultaneously stimulating the national economy. In doing so, the head of government outlined a worrying situation, including the imbalance between supply and demand, rapid urbanization, difficulties in accessing land and financing, and administrative delays.
The production of formal housing remains mainly concentrated between Dakar and Thiès, leaving other regions on the margins.
Faced with this situation, he called for the development of a National Housing Strategy focused on land tenure security, sustainable financing and better territorial equity.
“Therefore, the Prime Minister insists on the need to identify and neutralize bottlenecks such as access to land, delays in administrative procedures, and the dominant financial model based on bank mortgage loans. He announced the structural reforms initiated, notably the ‘Cities of Transformation’ project. Furthermore, he instructed the Minister of Urban Planning, Local Authorities, and Territorial Development to develop the Greater Dakar Urban Development and Planning Scheme (SAUDAK) and to accelerate the process of developing the Integrated Development Plan for the area covering the New City of Thiès, the Thiès ZAC (Zone d'Aménagement Concerté - Concerted Development Zone), and the Daga Kholpa Urban Hub,” reads the statement from the Council of Ministers. Before continuing: "The Prime Minister also asked for the strengthening of SAFRU's intervention capacities, for accelerating the implementation of the social housing program by relying mainly on self-construction, for revitalizing housing cooperatives and for significantly strengthening the institutional resources of the Bureau of the Project for Assistance to Communities for Social Housing (BAHSO)."
Ousmane Sonko instructed "the Secretary of State for Housing, in conjunction with the relevant ministerial departments, to take all necessary steps to develop public-private partnerships to operationalize the option he has identified in the various Territorial Hubs, with the creation of modern and productive housing hubs and to translate the 'Cities of Transformation' into reality."
