In response to a written question from MP Guy Marius Sagna, the State provided clarification on the status of Community Security Assistants (ASPs) and the measures underway to reinstate dismissed ASPs. Here is the full document!

Created by Decree No. 2013-1063 of August 5, 2013, the Local Security Assistance Agency (ASP) is placed under the technical supervision of the Ministry of the Interior. It is part of a dynamic of local security governance, in partnership with security forces, local authorities, and social actors.

Community security assistance is defined as a voluntary, limited-term civic pact, with no salary subordination to the State or local authorities. Community security assistance is therefore not a State agent or subject to the Labor Code.

Initially set at 50,000 FCFA, the monthly allowance allocated to ASPs has been increased to 90,000 FCFA since January 1, 2023, following a resolution adopted during the extraordinary session of the Supervisory Board on April 6, 2023.

In addition, ASPs receive 80% health and pharmaceutical coverage, which also covers their families. Proposals for their sustainable professional integration are currently being developed and will be submitted to the relevant authorities.

Regarding the ASPs removed following the events that occurred between 2021 and 2024, the current government, in office since March 2024, has given clear instructions in favor of their reinstatement.

A committee has been set up, and 430 former ASPs have been identified for re-entry. They have already passed the medical fitness examination since March 2025, and a center is ready to welcome them for refresher sessions.

The necessary budgetary appropriations are already included in the ASP's 2025 budget. In addition, a recruitment authorization, validated by the Agency's Supervisory Board, has been forwarded to the Ministry of Finance and Budget for final approval.
