The Senegalese civil service remuneration system today presents glaring disparities that undermine republican equity and undermine the cohesion of the State Corps, according to Saliou Mbaye. This principle, which was supposed to guarantee objective and incontestable equality of treatment, has nevertheless been circumvented by ad hoc measures, often intended to satisfy targeted groups, which has accentuated the fractures within the Civil Service, writes Saliou Mbaye, Deputy Regional Secretary General for Press and Communication.

In this regard, he indicates, the example of the Teaching Framework perfectly illustrates this inequity with the case of teachers who, after obtaining their professional diplomas, generally have to wait many years before being granted tenure or hired. In addition, he continues, reminders of integration, validation or promotion are chronically delayed, as are the payment of travel, marking, monitoring and secretarial expenses for exams and competitions.

Mr. Mbaye raised the case of decision-makers who remain in an uncertain administrative situation. ''However, these non-civil servant colleagues play a central role in the education of citizens and the influence of the country.

For the unionist, it is not a question of contesting the legitimate gains obtained by the unions or other sectors of the Administration but rather of specifying that social justice requires equal treatment between all public agents of the same Hierarchy. Consequently, he concludes, the State, guarantor of the general interest, must apply the regulatory and statutory texts rigorously, so that remuneration becomes once again an instrument of equity and not a tool of segmentation.

    Il n'y a pas d'inégalité dans le traitement des agents de l'état. Les salaires sont alignés à la hiérarchie et à la grille indiciaire. Seuls les indemnités varient d'un corps à l'autre.
