Tensions à Dakarnave : le Collège des délégués du personnel annonce un sit-in, ce 3 novembre

In a statement published on November 1, 2025, the staff representatives of Dakarnave expressed their serious concerns regarding the awarding of the concession contract for the Dakar shipyard. The staff representatives cited a lack of transparency and a failure to consult on the social aspects of the project.

As a sign of protest, a sit-in is planned for Monday, November 3, 2025 at 11 a.m., in front of the management of the Naval Repair Infrastructure Company (SIRN), to demand "transparency and fairness in the awarding of the public contract for naval repair".

The workers reported that, during the Council of Ministers meeting on October 29, the President of the Republic emphasized the need to respect the rules of transparency and good governance in the execution of public procurement plans. The workers consider this reminder "particularly relevant" in the current context of the DAKARNAVE project, which they believe is marked by "several areas of uncertainty."

"The decisions taken so far seem to have been made without real involvement of staff, particularly the social aspect of the specifications. The current process does not guarantee any transparency," they stated.

The delegates also criticized the refusal of the Naval Repair Infrastructure Company (SIRN) to meet with the social representatives, even though the draft specifications are supposed to define the social guarantees for the staff.

The College of Delegates is also concerned about the "disturbing similarities" between the current procedure and the one that led to the controversial awarding of the contract to the Turkish consortium OZATA. The workers are raising several questions: Did Damen Shipyards, Matériel Terrestre Offshore Africa (MTO Africa), and Jobson Italia Srl actually withdraw from the tender? Did ARCOP declare HAT-SAN Shipyard's appeal inadmissible, and what are the implications? Are there any links between HAT-SAN Shipyard and OZATA?

These questions fuel fears of a repeat of past mistakes and a concession process that is detrimental to workers. They assert that no assurances have been given regarding the preservation of jobs, contracts, and social benefits.

In this context, the workers are calling on the State of Senegal to be more vigilant in order to avoid any situation that could paralyze the activities of the Dakar shipyards.

    L’ARCOP a-t-elle déclaré irrecevable le recours de HAT-SAN Shipyard : Oui ! c'est accessible sur le net, ol suffit de taper HAT-SAN ARCOP dans la barre de recherche Google. La caution versée par HAT-SAN est inférieure à celle requises.

    Existe-t-il des liens entre HAT-SAN Shipyard et OZATA ? NON ! les deux sites sont des sociétés turques mais il n'y a pas de relations entre elles : la seconde est une entité indépendante alors que HAT-SAN appartient à un groupe.
