L’Intersyndicale de l’Administration annonce une mobilisation ferme : Cinq jours pour se faire entendre
The inter-union group representing the sectors of public administration — agriculture, fishing, livestock, justice, health, commerce, drivers, general administration and labor — announced on Tuesday, December 9, 2025, a second national action plan aimed at defending the rights of public employees and demanding respect for the commitments made by the State.
According to the press release, the trade union organizations claim to be acting "in defense of (their) rights, the dignity of the agents of the Administration and respect for the commitments of the State".
They denounce in particular the persistent delays in the implementation of the measures provided for by the Social Stability Pact for inclusive and sustainable growth.
To make their voices heard, the inter-union group has called for several actions spread over three days: Tuesday, December 9th and Wednesday, December 10th, 2025, for the wearing of red armbands throughout the country as a sign of protest; Thursday, December 11th, 2025, for a total strike in all sectors of the administration; and Friday, December 12th, 2025, for another day of total strike action.
The unions are demanding, in particular, strict adherence to the State's commitments contained in the Social Stability Pact, the signing of the decree relating to housing allowances and the payment of five months of arrears of this allowance.
A call for workers' unity
The inter-union group concludes its call for mobilization by reiterating the determination of public sector workers: "Together, united and determined to uphold the dignity of public sector workers."
Trade unions assert that only collective action will advance their demands.

Le ministre chargé de la fonction publique a dit que le projet de décret doit être signé pour rendre effectif le paiement. Il est fait appel à la générosité de son excellence Monsieur le Président de signer ce décret pour faire appliquer le contenu de la loi de finances rectificative de juin 2025 et par là réparer une injustice vieille de décennies.

L'état doit arrêter de faire de la discrimination entre agents de la même fonction publique et accorder les mêmes avantages à tous
Ces indemnités de logement non encore payées sont une aberration qu il faut corriger rapidement
Le payement de ces indemnités ne devrait pas tarder au moment où le montant à décaisser ne représente rien pour l'Etat pour corriger cette injustice.
Je rappelle que la prise en charge du paiement de l'indemnité de logement était prévue par la loi de finances rectificative 2025. Nous sommes au mois de décembre 2025. L' Etat est dans l'obligation de payer l'indemnité de logement pour permettre aux pauvres agents d'acheter une maison. La location coute tellement chère. Le niveau de vie à Dakar et dans les grandes villes au Sénégal n'est pas proportionnel au niveau de revenu moyen au Sénégal.

Le nouveau régime n'est pas différent des régimes antérieurs. L'Etat doit payer les indemnités de logement au 7% des agents de l'Administration. Dioub dioubale dioubaneti. Tous les autres agents de l'Etat bénéficient d'indemnités de logement à l'exception des 7% cités plus haut.
Un Etat sérieux doit respecter ses engagement, conformément au pacte de stabilité sociale.
