Touba Oil contre SAR : un duel à un milliard FCFA
A legal battle is currently underway between Touba Oil and the African Refining Company (SAR) over a gas project. The company, headed by Djiby Sèye, is claiming one billion CFA francs in damages from SAR, led by Mamadou Habib Diop, for obstruction of a right-of-way, threats, and blackmail.
The dispute concerns the construction of an offshore gas terminal intended to supply Touba Oil with butane gas via onshore pipelines crossing an area adjacent to SAR's facilities. After the start of construction, SAR demanded its immediate cessation, claiming exclusive ownership of the land in question.
In response, Touba Oil filed a lawsuit in August 2025, accusing SAR of unfairly blocking the project. The company claims to have obtained all the necessary permits, including from the Water and Forestry Department, and maintains that SAR is attempting to reclaim the project after gaining access to its technical data.
For its part, SAR filed a counter-complaint for illegal occupation of land. Its legal advisor, Moustapha Ndiaye, accuses Touba Oil of having breached the company's perimeter wall in order to install pipeline supports on a plot of land belonging to the refinery.
The court decided to combine the two proceedings. The case has been adjourned until June 9 for closing arguments, reports L'Observateur in its Wednesday edition.
