Gestion des déchets : 13 communes récompensées par 43,255 Millions de FCFA chacune pour leur performance
The Project for the Promotion of Integrated Solid Waste Management and Economy (PROMOGED) marked a decisive step in its implementation by signing commitment protocols with thirteen municipalities in Senegal. These communities—Gandon, Dagana, Bokhol, Ndioum, Ogo, Sandiara, Malicounda, Thiénaba, Kandiaye, Saré Bidji, Diendé, Niaguis, and Kafountine—benefit from a results-based financing (RBF) mechanism.
Each signatory municipality is allocated the sum of 43.255 million CFA francs, support described as a "real breath of fresh air" and intended to sustainably transform waste management.
Intercommunality, a Guarantee of Performance
Speaking on behalf of the communities, Alpha Mamadou Diop, Mayor of Gandon and spokesperson, welcomed the support of the government and technical and financial partners. He emphasized the shared ambition: "to make waste management a lever for local and sustainable development."
The choice of these 13 municipalities is directly linked to their commitment to territorial solidarity and inter-municipal cooperation, notably by providing inter-municipal sites of 7 to 20 hectares for the construction of structural infrastructure. "This innovative financing marks a new stage in environmental governance, encouraging communities to be more rigorous, transparent, and efficient," said Mr. Diop.
PROMOGED director Sophie Dione confirmed that the availability of these sites was a “decisive turning point” for the project, launched in 2021.
The objective of this financial windfall is clear: to develop waste treatment and recovery plants in order to eradicate open-air dumps and promote the circular economy.
"Every franc invested must have a visible impact on sanitation, the living environment and the creation of green jobs," added Alpha Mamadou Diop, recalling that PROMOGED is a "project of transformation and dignity."
Madiagne Seck, permanent secretary of the Association of Mayors of Senegal (AMS), welcomed this initiative, which comes at the right time for local authorities.
The AMS, however, advocated for the project to continue beyond its current deadline of June 30, 2026. "The needs remain immense: seven regions and 408 local authorities are not yet covered," he recalled, pledging to encourage the inter-municipal approach in the face of the scarcity of land.
The current protocol, initially valid for one year, is renewable. For all stakeholders, this results-based RBF mechanism represents an innovative model of partnership between the State, local authorities, and donors. Other state structures (DRIC, Urban Planning Directorate, DGID) also benefit from this performance-based financing.
