"XËYU NDAW ÑI" : Le Collectif interministériel des agents de l’Administration sénégalaise dénonce une rupture brutale des contrats
The Interministerial Collective of Senegalese Administration Agents draws attention to the situation experienced by workers in the " XËYU NDAW ÑI" program, recruited by the Employment Directorate and assigned to the General Delegation for Rapid Entrepreneurship of Women and Youth (DER/FJ), as part of the "Nano Credit" program.
According to Omar Dramé, since the termination of their contracts on September 30, 2025, these agents, who served for four years with commitment and self-sacrifice, have suffered a sudden end to their contracts after having contributed decisively to the success of the "Nano Crédit" financing scheme.
"After four years of dedicated service, marked by unwavering commitment, exemplary self-sacrifice, and significant sacrifices made in difficult working conditions, these agents are now being unfairly dismissed. From the launch of the program, a state-employer agreement linked the DER/FJ and the local authorities. The DER was to provide part of the remuneration and the municipalities the other. Unfortunately, the DER did not respect its commitments, which led the local authorities to gradually withdraw," explains Oumar Dramé, president of the Interministerial Collective of Senegalese Administration Agents.
Launched in 2021 , the " XËYU NDAW ÑI" program aimed to offer employment opportunities to young Senegalese people paid 150,000 CFA francs per month. These agents were deployed across the 14 regions, 46 departments and 72 operational activity points, to ensure the implementation and monitoring of the "Nano" program Credit" . Their local work has enabled, according to the collective's figures, to finance more than 170,000 beneficiaries for a total amount of 55 billion CFA francs.
Faced with the end of their contracts, the workers turned to the Employment Directorate, which reportedly cited a lack of budget to ensure wage payments. This explanation is "unacceptable" for the collective, which believes that the DER/FJ, with its financial autonomy, could have maintained the positions.
Oumar Dramé and his comrades are calling on the general delegate of the DER/FJ, Aïda Mbodj, to reconsider the decision and reinstate experienced agents "rather than recruiting new people without knowledge of the field."
They also call on the President of the Republic and the Prime Minister, asking them to intervene quickly to avoid "a social tragedy" and preserve the stability of "hundreds of already fragile families."
The president of the collective calls for solidarity from trade union organizations and civil society, in order to ensure that their rights are respected and put an end to what they consider to be a profound injustice.
