Ziguinchor: Former ISMEA project contractors, now integrated into the Ministry of Health, decide on a temporary work stoppage

Ziguinchor : Les ex contractuels du projet ISMEA intégrés dans le ministère de la Santé décident d’un arrêt temporaire du travail

In a letter addressed to the Regional Director of Health (DRS), the Coordination of the collective of contract agents of the Ministry of Health and Public Hygiene (MSHP), recruited within the framework of the ISMEA project, announced their decision to temporarily stop work from this Monday, November 17, 2025.

“We, contract employees of the Ministry of Health and Public Hygiene (MSHP), previously recruited under the ISMEA project and now integrated into MSAS contracts, hereby inform you of our decision to observe a temporary work stoppage starting Monday, November 17, 2025 at 8 a.m., due to the non-payment of salaries for the month of October 2025. Indeed, as of today, Thursday, November 13, 2025, the salaries for the month of October have still not been transferred to the accounts of the employees concerned,” informs Ibra Diop.

Before continuing: “This recurring situation affects all former ISMEA employees as well as former MSHP contract workers, creating profound social and professional distress. We remind you that the Labor Code, in its article L.115, paragraph 3, clearly stipulates that: monthly payments must be made no later than eight (8) days after the end of the month of work giving entitlement to the salary.”

According to Ibra Diop, Coordinator of the Collective, the failure to comply with this provision constitutes a flagrant violation of workers' rights and jeopardizes the financial and moral stability of the staff. Faced with this unjust situation, our work stoppage will remain in effect until the salaries of all contract workers are paid, adds the note addressed to the regional health director of Ziguinchor.

Dr. Mamadou Ba, administrative secretary of the collective of agents of the former ISMEA, based at the Bignona health center, denouncing this situation, affirms that it is a matter of repeated delays in the payment of salaries.

This situation, he says, is not only unacceptable, but it also constitutes a violation of the labor code. "It undermines our dignity and jeopardizes our financial stability," he declares.

Beyond the repeated delays in salary payments experienced by these employees, Dr. Ba raises other issues. "It's important to understand that salary delays aren't our only problem. We also denounce the unavailability of copies of contracts signed since November 2024," he states.

This group nevertheless denounces the lack of effective medical care for some agents, the failure to take into account marital status, and above all, the failure to respect the commitment of the State to the World Bank which was relating to the integration into the civil service of the agents of the ISMEA project at the end of said project.

    Il est sorti il ya 3 jours d'une audience généreusement accordée par le Président de la République très chargé en ce moment et il Déballe publiquement ses soucis. Incohérence et manque d'élégance. Toujours les vieux syndicalistes affairistes. Il aurait dû se préoccuper d'abord de la longue complaisance de certains Conseils d'administration qui s'éternisent à la tête des Institutions sociales et qui ne veillent point à leur bonne gouvernance.
