Faced every year with violence and excesses during the Kankourang outings and the Diambadong dances, the authorities of Ziguinchor have chosen firmness to deal with it.

In a decree made public, Prefect Latyr Ndiaye now establishes a strict framework designed to preserve the safety of the population while safeguarding the richness of traditions.

The system relies on the creation of a management and oversight committee, composed of local dignitaries and representatives of the defense and security forces. Local units will also be established in each sector of the municipality to approve outings and supervise the dances surrounding the Kankourang.

All demonstrations must be declared in advance to the administrative authority, with times and routes set by decree and designated leaders.

The prefect emphasized the ban on nighttime outings. Activities must take place exclusively between 6 a.m. and 6 p.m. Weapons and dangerous objects are prohibited, and the period for demonstrations is limited to the months of August and September to ensure that classes can resume in October.

The Mandinka community, through its cultural leader Yakhya Diabaté, welcomed this initiative.

"I congratulate the Prefect on this decision which calls for a consensus around a crucial issue," he said, recalling that Kankourang, listed as UNESCO's intangible cultural heritage, is a practice that requires respect and initiation.

He emphasized that the injuries caused by the violence are a source of concern for every family and that it is time for the rules to be respected. The establishment of local units is seen as a major step forward, as they will bring the organization closer to the people and allow for sustainable management.

Yakhya Diabaté also recalled the importance of initiation ceremonies like the Kuyamba, which train children and facilitate their integration into adult society.

With this new prefectoral decree, Ziguinchor has established a unique framework for regulating its cultural practices. Authorities hope this will reconcile the preservation of traditions with public safety.

"I think that this time we will succeed," concluded the cultural official, optimistic about the effectiveness of the committee and local units.
