FIFA is paying more than $100 million extra to teams participating in the World Cup to help them cover the higher-than-expected costs of holding the tournament in North America.
The FIFA Council decided on Tuesday to increase the base payments to each national association by $2 million, bringing them to a minimum of $12.5 million. The governing body expects the tournament, which will take place in the United States, Canada, and Mexico starting June 11, to generate at least $11 billion in revenue.
Some of the 48 federations, particularly those in Europe, have informed FIFA that the structure of bonuses and payments for preparation costs set last year would cause them to lose money on the tournament, unless their team reaches the final stages.
Teams playing games in the United States are also subject to certain tax obligations from which those from Canada and Mexico are exempt.
Financial support for training and pre-tournament expenses will now increase from $1.5 million to $2.5 million, and each federation will receive a $1 million increase in the base bonus, which will rise to $10 million, the FIFA Council decided at a meeting in Vancouver, the World Cup host city.
The total prize money, announced in December at $655 million, includes a provision to award $50 million to the future champion.
The Argentine federation received $42 million in prize money for winning the 2022 tournament in Qatar. That 32-team edition had a total prize pool of $440 million.
Hotel and travel expenses
FIFA indicated that it would also allocate an additional $16 million in "grants to cover the costs of team delegations" and that it would allocate more tickets to each federation for its matches.
In accordance with World Cup regulations, FIFA is already required to cover round-trip business class flights for each federation attending the tournament, as well as accommodation and meals for a delegation of 50 people. Hotel expenses are covered from five nights before a team's first match until one night after its elimination.
FIFA also covers domestic transport costs for up to 50 members of the delegation, as well as "a dedicated fleet of vehicles, including a truck for equipment".
The football federations of the teams participating in the World Cup must take charge of "adequate insurance [...] covering in particular, but not limited to, injuries, accidents, illnesses and travel", as well as "incidental hotel costs" and accommodation for additional members of the delegation.
