The Public Procurement Regulatory Authority (ARCOP) has ordered the cancellation of the selection procedure for a service provider for the organization of the ceremonies of the Dakar 2026 Youth Olympic Games (YOG). This was initiated by the YOG Organising Committee (COJOJ) by a public call for expressions of interest (AMI), on December 3, 2025.

Four bidders, having obtained more than the required 75 points, were shortlisted; they then submitted their technical and financial offers for the various lots. Eliminated from the bidding process for lots 1 and 2, Leap Creative Studio protested by letter dated March 9, 2026, to the Organizing Committee for the Olympic and Youth Games (COJOJ). Having received no satisfactory response, the unsuccessful bidder appealed to the Dispute Settlement Committee (CRD) of the French Regulatory Authority for Online Procurement (ARCOP).

Leap Creative Studio has won its case. In its decision, issued on April 1, 2026, according to Libération, which broke the news, "the CRD declared the appeal admissible and ordered the suspension of the procurement procedure."

The public procurement watchdog first pointed out to the Organizing Committee for the Olympic Games (COJO) that "the request for proposals does not contain precise, measurable criteria allowing for an objective evaluation." Then, the Regional Development Council (CRD), noting that "the contracting authority states its intention to use the request for proposals to initiate negotiations for the award of the contract through direct agreement," reminded the committee that it "gives bidders the right to appeal" and that "two procedures cannot be used simultaneously to launch the same contract."

"The procedure used does not comply with any of the award methods provided for by the public procurement regulations," concluded ARCOP.

Ces gens là doivent savoir que le temps est très serré. Mieux il leur faut être très professionnel et très rigoureux à ce stade de préparation. Soumettez-le les documents au préalable pour avis consultatif à l'arcop et à la dcmp ça fait éviter les erreurs
