Following the decision of the Confederation of African Football (CAF) Appeals Committee, the Senegalese Football Federation (FSF) reacted swiftly. The Senegalese football governing body sent a formal notice to the CAF Secretary General, formally contesting the decision, which it considers legally unfounded, arbitrary, and manifestly disproportionate.
In its decision, the Senegalese Football Federation (FSF) highlights a violation of the Laws of the Game (IFAB) and the referee's sovereignty. It argues that the Appeals Committee invoked Article 84 of the CAF regulations to justify a "forfeit." "However, in accordance with Law 5 of the IFAB, the referee exercised his discretionary power by opting for a temporary suspension and not a definitive abandonment. The match resumed, the penalty was taken, and the result was determined at the end of extra time. By retroactively reclassifying a resolved on-field incident as a 'forfeit,' the CAF is violating the CAS's consistent doctrine on the referee's sovereignty (Field of Play Doctrine)," the FSF states in its text.
The obvious error and the disproportionate nature of the sanction
Next, the Senegalese Football Federation (FSF) points out a clear error in legal classification. According to them, the application of Article 84 is abusive. "A 'abandonment' implies a definitive break in the competition. The return of the Senegalese players to the pitch and the referee's validation of the end of the match render Article 84 inapplicable. Since the result has been ratified and the trophy officially awarded, the legal certainty of the competition is seriously compromised by this reversal," insists the governing body of Senegalese football.
She also noted the disproportionate nature of the sanction, particularly the withdrawal of a continental title for a 15-minute stoppage in play, when sporting fairness was upheld by the resumption of play. For the FSF, this "constitutes an extremely harsh sanction in light of the CAS jurisprudence (notably CAS 2013/A/3139)."
The Federation's formal notice
Consequently, the Senegalese Football Federation is formally requesting that CAF suspend the execution of this decision and freeze all trophy presentation procedures in Morocco pending a final arbitration ruling. It is also informing CAF of its intention to appeal to the Court of Arbitration for Sport (CAS) within 48 hours to obtain the outright annulment of this decision.
The Senegalese Football Federation (FSF) is not stopping there, as it is demanding that the governing body of African football immediately provide it with the full report from the referee and match officials. These documents will be essential to defending its rights. "If we do not receive a favorable response within 24 hours, we will initiate emergency proceedings before the Court of Arbitration for Sport (CAS) with a request for provisional measures to safeguard the integrity of the AFCON record," it warns.
As a reminder, the Appeals Committee of the Confederation of African Football (CAF) decided, in application of article 84 of the Regulations of the Africa Cup of Nations (CAN), to declare the team of Senegal to have forfeited the final of CAN-2025, "the result being approved with a score of 3-0 in favour of Morocco", it said.
