Capitaine Touré, DG de l’ASP, aux 512 agents formés à Thiès : "Renforcez la confiance des populations par votre sens du devoir"
At the end of a refresher training and reintegration course for an upgrade at the tactical training center No. 7 Captain Mbaye Diagne in Thiès, 512 community security assistant agents (ASP) removed between 2021 and 2024, officially received their certificates, this Friday, September 12, 2025.
A graduation ceremony was marked, among other things, by demonstration sessions of self-defense techniques performed by the ASPs who presented various martial arts techniques learned during their training and designed to neutralize an opponent without the intention of inflicting injuries, combining efficiency and discipline.
The Director General of the Local Security Assistance Agency (ASP), Captain Seydina Omar Touré, recalled that "the job of local security assistant has become much more complex and demanding, particularly in light of the new social, political, legal and media environment, but also the complexity and multiplicity of threats."
He reiterated his stated desire to intensify "the already fruitful partnership between the ASP and the army, which gives us complete satisfaction and which dates back several years with the signing of a memorandum of understanding covering several areas, notably capacity building."
To the recipients, he emphasized that at the end of their internship, "you have been able to meet the expectations placed on you with commitment and perseverance. You are at the heart of the local security policy initiated by the State. I invite you to honor the uniform that you will wear, through your discipline and your exemplary behavior, to serve with loyalty and integrity in all circumstances, to strengthen the confidence of the population through your availability and your sense of duty."
A training course during which the ASPs benefited, according to Mr. Touré, from a structured program combining rigor, discipline, capacity building and operational skills in order to respond effectively to missions and challenges in their respective locations of deployment.
The deputy governor of Thiès recalled that "delivering a public service does not mean adopting an authoritarian stance, but rather being ready to support, help, guide, etc." He said he had recently noticed that "there may be a slackening in public service," but, he suggested, "we need to be more committed and know that we are working for our fellow citizens."

Quel est le cadre légal et statutaire de cette formation des ASP ? Quelles sont les perspectives d’emplois et d’intégration définitive et les garanties statutaires après cette formation ?
Pourtant Sonko était foncièrement contre puisqu'il considérait les ASP comme une milice et une force de répression de Macky Sall.

Seydina Oumar Toure sait lui-même qu’il n’est plus un Capitaine, il a été cassé de son grade.
Les circonstances et les conditions dans lesquelles lui et son mentor Ousmane Sonko ont été radiés de leurs fonctions sont définies par les lois qui régissent le cadre d’emploi qui les concernait.
Ce n est qu Au senegal que des personnes recrutrées sans base legale aucune,des civiles ,les vetir d uniformes sans aucune formations militares basiques deviennent du coup une force colloboratrice avec les fds alors qu ils sont tjrs des civiles et des fois la majeure partie pensent etre des policiers ou gendarmes et osent defois meme actuer comme tels.
