« Sous mon autorité, les forces de défense et de sécurité ne violeront jamais les franchises universitaires », Me Bamba Cissé
A few hours after the announcement of the death of Abdoulaye Ba, a second-year medical student at Cheikh Anta Diop University in Dakar, the government announced a press conference to be held this Tuesday, February 10, 2026, at the Prime Minister's office. The meeting will take place in the presence of several officials, including the Ministers of Justice, the Armed Forces, the Interior and Public Security, as well as Higher Education, Research and Innovation, according to an official statement.
On this occasion, the Minister of the Interior and Public Security, Mr. Bamba Cissé, reiterated the legal framework governing university autonomy and the scope of intervention for the defense and security forces. "I would also like to clarify that under my authority, the defense and security forces will never violate university autonomy, because we have at least a basic understanding of the laws that obligate us not to violate it," he stated.
He also stated that "the Ministry of the Interior is responsible for the entire national territory, without exception," before adding that "no portion of the national territory can escape the application of our laws."
The minister explained that university autonomy stems from Law 94-79 of November 24, 1994, and that it does not cover the entire university campus. He addressed the circumstances of the security forces' intervention, stating that it was a proactive measure to prevent further damage. He also mentioned the shock felt by the authorities, drawing on their own experiences as former students.
Attorney Bamba Cissé affirmed that the State supports student demands when they are based on legitimate grounds. He announced structural and preventative measures to be implemented within eight days, including a review of intervention protocols in universities in collaboration with relevant stakeholders.
“This doctrine of maintaining order without incident (...) is a doctrine in which we deeply believe, because maintaining and restoring order can be done without incident,” he declared. He also announced the establishment of a permanent dialogue unit between students and the defense and security forces.
The minister assured that the police and security services are working with university authorities and all stakeholders to restore calm and order. "Our shared objective is clear: to guarantee the safety of students and staff, and to make the university a peaceful and conducive environment for learning," he stated.
He recalled that "the university is not a place of war, the university is a place of knowledge, the university is a place of peace, the university is a place of camaraderie," and that the State will ensure that it remains a space for learning and not an area of tension or violence.
